tions, but fails in strategy
Sanctions, said Suzman, will
have a disastrous effect on
the South African economy,
severly restricting its growth
potential and possibly lead-
ing to chaos. Whatever power
the blacks may have gained
so far, noted Suzman, has
been based on the economic
strength of the country.
When jobs are less available,
black union members will be
less responsive to calls for
strikes, she predicted.
Another dire consequence
of punitive economic sanc-
tions will be a brain drain out
of the country. "A whole new
diaspora has developed as a
result of the insecurity in
South Africa," Suzman said.
The impact of unemployment
will be felt by all the
neighboring states, as well,
since their economies are tied
closely. Economic hardship in
South Africa will force the
repatriation of foreign
workers to the neighboring
states.
When. the legislation
passed, Suzman told her
audience, Senator Richard
Lugar, chairman of the
Foreign Relations Committee,
remarked that "now the U.S.
is on the right side of history"
on this issue. And a great deal
of the legislation, she admit-
ted, "is in common cause with
me and my party." But we will
"have to wait and see whether
a signal from Washington will
be effective.
And it is far from clear how
Pretoria will act. "Should the
government believe that ac-
ceeding to the demands will
be ascribed to weakness and
that this would engender a
white backlash, it will not
give way," Suzman said. In
fact, it may hinder negotia-
tions. It is ironic, she noted,
that the rising tide of interna-

Community

In answer to a question
from the audience, Helen Suz-
man gave a brief profile of
South Africa's Jewish com-
munity. It is about 120,000
strong, she said, and is often
liberal in its thinking, aligned
with the opposition parties.
Jews were allowed into the
National Party in the '50s
and have become more sym-
pathetic to it since the
Israeli/South African connec-
tion became known, despite
the fact that the government
sided with the Germans in
WWII. The Jewish communi-
ty is successful and largely
made up of entrepeneurs, self-
employed businessmen. The
loss of Jewish youth to
emigration is an overriding
problem, she said.
