to conform with prevailing
realities. And, indeed, the 29th
World Zionist Congress, in
1978, adopted a statement
which marked a radical depar-
ture from classical Zionist
thought.

"The continuity,of Jewish
life in the Diaspora is a
reality", the statement af-
firmed, "and Zionism seeks to
strengthen Jewish life and
self-realization. — Dynamic
Jewish communities in the
Diaspora, committed to Zionist
ideals and emotionally tied to
Eretz Israel, help to insure the
survival of Israel and of the
Jewish people. Zionism aims at
a democratic, egalitarian and
pluralistic society, in which all
of its citizens will enjoy equal
rights. Zionism expects that
every Jewish community
throughout the world will give
expression to Jewish heritage,
value and ideals."

Another scholar, Prof. S.
Herman, observed that "a
basic premise of Zionism is
that we are one, united, in-
terdependent people with a
mutual responsibility that
goes with interdependence and
that Zionism is an action-
oriented expression of that
mutual responsibility. The ul-
timate aim of Zionism is not
the establishment of the
Jewish State, nor its consolida-
tion, but the future construc-
tive survival of the Jewish
people. Zionism has an impli-
cation for Jewish life wherever
we are — there is a Zionist ap-
proach to the fight against
anti-Semitism, the fight
against assimilation, to Jewish
education, etc."
A Zionist can easily spot the
non-Zionist dimension in the
behavior and posture of groups
who profess to be supportive of
Israel. These groups are
habitually poised to assail Is-
rael over some internal policies
they perceive to be "repress-
ive" or "anti-libertarian." They
are prone to meddle in Israeli
affairs and ignore the
guidelines of the President's
Conference. Others have
adopted a' patronizing, "we
know better" attitude in offer-
ing Israel gratuitous, unsol-
icited advice.
The president of Bar-Ilan
University, Rabbi Emanuel
Rackman, had these groups in
mind when he wrote recently:
"Israel will need help for a long
time, but its sensitivity to civil
rights and liberties requires no
more stimuli or goading be-
yond what comes from within
its own people."
