Minister Yitzhak Rabin
charged last week that the
Palestine Liberation Organi-
zation was responsible for the
deaths of young Palestinians
in recent clashes with the
Israel Defense Force in the
West Bank because it was the
PLO which incited youths to
riot and throw rocks at Israeli
security forces and civilians.
He also blamed the unrest
on Jordan's lack of response
to Israeli calls for peace
negotiations and on "resi-
dents of the (administered)
areas and other Palestinian
who are not declare members
of the _PLO (but)_ who refuse
to accept Israel's hand
outstretched for peace, to sit
around the negotiating table
and reach peace."
Rabin was replying in the
Knesset to two non-confi-
dence motions on the use of
force by the IDF in quelling
unrest in the West Bank. The
motions were defeated.

New York — The disclo-
sure of Kurt Waldheim's Nazi
past has prompted the repre-
sentatives of religious organ-
izations at the U.N. to call
for "checking backgrounds" of
candidates for Secretary-
General and other high
offices of the world body.
The "Committee of Reli-
gious Non-Governmental
Organizations at the United
Nations" has approved the
circulation of a statement for
signature calling for such
background checks in order
to "preserve the integrity of
the United Nations" and to
spare it the "adverse public-
ity" it has recently received.
The committee comprises
organizations representing
the major world faiths at the
U.N.
