Arbitration
Begins In
Taba Dispute
Geneva (JTA) — Interna-
tional arbitration of the
Israeli-Egyptian border dis-
pute over Taba was formally
begun here last week and
hailed by the chief delegate of
both countries as proof of the
workability of their • 1979
peace treaty and the impor-
tance of resolving such issues
by legal means. Both sides
pledged to abide by the ruling
of the arbitrators, which is
not expected until 1988.
The formal opening at the
historic Geneva lbwn Hall _
was a ceremonial occasion at-
tended by the five-member
arbitration panel, the full
Israeli and Egyptian delega-
tion and the Vice President of
the Geneva State Council.
The process actually began
earlier when the Israelis and
Egyptians exchanged docu-
ments ratified by their respec-
tive governments agreeing to
arbitration. They remained at
a villa in the village of Gen-
thoux, near Geneva, to work
out procedural matters.
Taba is a strip of beach on
the Red Sea near Eilat
claimed by both Israel and
Egypt. Israel has already
built a resort hotel on the site,
and the Israeli delegation
noted its economic impor-
tance for the development of
Eilat and the entire southern
Negev.

Court Orders
Nakash Held
In Custody
Tel Aviv (JTA) —. The
Supreme Court ordered
William Nakash to be held in
custody last week, ending a
hearing on a petition to over-
rule the decision by Justice
Minister Abraham Sharir not
to extradite him to France.
Nakash, 25, was sentenced
in absentia to life imprison-
ment by a French court for
the 1983 murder of an Arab
in Bensacon in eastern
France. A five member panel
of the high court will hear the
appeal filed by the Citizen
Rights Movements (CRM).
The case has sharply di-
vided opinion in Israel.
Nakash, an Orthodox Jew, is
supported by rightwing and
religious elements who con-
tend the murder was justified
as an act of self-defense
against anti-Semitic, anti-
Israel acts by Arabs.
Liberal and leftwing circles
note that the French court
found Nakash to have com-
mitted a criminal act that
had no bearing on the fact
that he is a Jew and his vic-
tim was an Arab. They argue
that Israel should not be
turned into a "haven for
criminals just because they
happen to be Jews."
