Assist the endangered
Jewish community in Iran.
Increase Israeli arms sales
to Iran. During the days of
the Shah, Iran was a major
customer of Israeli-made
weapons. Israeli arms ex-
porters reportedly wanted to
regain that market.
Strengthen the Iranian
military officers and political
leaders who were willing
quietly to work with Israel
and the West.
The U.S. and Israel shared
an overall geostrategic in-
terest in trying to keep the
Soviet Union from expanding
its influence in Iran. The U.S.
and Israel wanted to prevent
the Soviets from controlling
Iran's oilfields and from ob-
taining a warm water port in
the Persian Gulf.
The big problem now facing
Reagan is the prospect of
heavy-duty fraud emerging
from the diversion of the
funds to the contras. FBI
agents and other Congres-
sional investigators are
already deeply suspicious
that some of the "private"
arms agents and middlemen
involved in the deals may
have pocketed huge "commis-
sions" for their activities -
running into the millions of
dollars. No one is accusing
either North or Poindexter of
personally profiting from the
scheme.
The focus of attention is on
retired U.S. Air Force General
Richard Secord and his part-
ner, Albert Hakim, an Iran-
ian-born Jewish businessman
who is today a naturalized
American citizen.

Iran's U.S7made HAWK anti-
aircraft missile systems. One
question the American intel-
ligence community is investi-
gating is whether Israel tried
"to pull a fast one" on the Ira-
nians with that second ship-
ment, or whether there was a
genuine misunderstanding on
Israel's part.
Israeli officials have re-
peatedly insisted that the
U.S. had initiated the Iran
arms deals, largely in order to
win the release of American
hostages in Lebanon. They
have denied that this stra-
tegy was Israel's idea.
But McFarlane and other
U.S. officials have said that
Israel had several reasons of
its own for urging the U.S. to
establish a political dialogue
with Iran and to approve
weapons sales to that coun-
try. As outlined by American
specialists, these Israeli in-
terests included a desire to:
Prolong the Iran-Iraq war,
which would divert Arab and
Islamic economic and mili-
tary resources away from any
potential threat against
Israel.
