Iv e4,11039**,4V.,,7v- Kalb described Shultz as "stability for the Administra- tion — like Kissiger during the Nixon Administration when truth was dismantling it. Shultz says he will stay until the end, but that may not be very long." Kalb suggested that Shultz would like to complete an arms limitation treaty with the Soviet Union before he leaves the Reagan Administration. The Iran-contra connection is overriding other U.S. interests, according to Kalb, including the Middle East peace process. He described it as "another casualty because of U.S. credibility." "Israel's link will nourish the Arab view of a U.S.-Israel gang-up against Arab Iraq in favor of non-Arab Iran." He also suggested there may be fallout for Israel when it comes before Congress with its next request for U.S. aid. He described King Husein of Jordan as "too vulnerable" to make peace; Hafez Assad of Syria as too hostile; Yit- zhak Shamir of Israel "won't succeed where Shimon Peres failed"; and Hosni Mubarak of Egypt as learning a lesson from Anwar Sadat's assassi- nation. The cold peace is still a peace that is a critical di- mension of Israel's security," Kalb observed. "Mubarak saw more grief in Israel and the U.S. over Sadat's death than he did in Cairo. But even so, he stood by, even in a chilly way, the ground rules of the Camp David agreement." Jewish Welfare Federation president Conrad Giles and Allied Jewish Campaign chairmen Emery Klein and Paul D. Borman spoke before Kalb, introducing Federation leaders and describing the overseas, national and local needs addressed by the Cam- paign. Borman announced that the 1987 Campaign has collected $16,009,000 so far, from the same contributors who gave $14,930,000 in 1986. The Campaign, how- ever, is still $9 million short of its 1987 goal of $25 mil- lion.
