Rivers says, moreover, that the real reason the Ita- lian Prime Minister (since resigned) Bettino Craxi re- leased the terrorist planner of the Achille Lauro caper was because the United States has a policy of refusing to extradite IRA terrorists to England. Rivers is very cynical about the West's ability to confront \/_, the terrorist menace. He is indignant at the West's de- sire to placate and explain away every terrorist act. Riv- ers is especially exercised by those who make distinctions between good and bad ter- rorists. In his treatment of the major Arab terrorist groups, Rivers has some startling things to say. For one, he claims that Mohammed Masalhah, one of the ter- rorists involved in the Munich massacre in 1972, was actually employed by the German authorities as an ar- chitect on the Olympic vil- S.
