Leaks Spoiled Release: Shamir Jerusalem (JTA) — Pre- mier Yitzhak Shamir, defend- ing Israel's role in the U.S. arms shipments to Iran, said Tuesday that "if there had not been any leaks" Israeli soldiers held prisoner in Lebanon would have been re- leased as part of the deal. Shamir, addressing a meet- ing of the Likud Knesset fac- tion, said that because the arms deal "exploded" into worldwide attention, the soldiers were not freed. He gave no details but he may have been referring to two Is- rael Defense Force soldiers captured last February in the south Lebanon security zone. They are believed to be in the hands of Hezbullah, the pro- Iran Shiite extremist group. Shamir justified Israel's as- sistance to the U.S. in its at- tempts to trade arms for hos- tages. "We could have lived on Olympus, detached, neut- ral and indifferent. But we must live in the area, buy friends, work with friends and cooperate with them when it serves the interests of Israel," he said. Israel's conscience is entirely clear in this matter, Shamir said, noting that had the soldiers been released "everyone would have praised" the exchange. NATIONAL FUND Technion Studies Waves For U.S. Haifa, Israel — The United States Navy has • commis- sioned Technion-Israel Insti- tute of Technology's Coastal and Marine Engineering Re- search Institute to study wave patterns in Mediterra- nean ports. The findings will enable commanders of the Sixth Fleet, currently in the Mediterranean, to plan fleet movements and predetermine ports of anchor in accordance with anticipated wave pat- terns. Arens Predicts Arab. Service Jerusalem (JTA) — Minis- ter Without Portfolio Moshe Arens indicated Wednesday that Israel's Arab citizens should be allowed eventually to serve in the country's armed forces. He told a press conference it was difficult to envisage the ultimate com- plete integration of the Arab population into Israeli society without their participation in the country's defense. Mubarak, who arrived in Paris Wednesday for a three-day state visit, told the newspaper Le Monde that he had in fact accepted an invi- tation to visit Israel, ex- tended to him by Shamir when the latter, as Israel's foreign minister, visited Cairo a year ago. Mubarak said he advised Shamir privately that he would go to Israel but not to Jerusalem "as we do not rec- ognize it as Israel's capital." He said Shamir broke an agreement when he revealed this to the press, and when he said on his return to Is- rael, "If Mubarak does not want to visit Israel, let him stay away." Sidney A.
