West Germany Takes Action Against Syria Bonn (JTA) — The West German government said last week that limited sanctions would be imposed on Syria. Government spokesman Friedhelm Ost said Bonn will freeze all economic assistance to Syria, the post of Am- bassador in Damascus, va- cant for some time due to a routine personnel change, will not be filled, and five Syrian diplomats accredited to Bonn will be asked to leave. The measures were an- nounced after a West Berlin court sentenced two Jor- danian nationals to prison terms for bombing the Ger- man-Arab Friendship Club there last March and ordered the arrest of A Syrian Em- bassy intelligence officer as an accomplice in the crime. Ahmed Hasi, 35, was sentenced to 14 years' im- prisonment and Farouk Salameh, 40, received a 13 year sentence. Hasi is the brother of Nezar Hindawi who was convicted in a Lon- don court and sentenced to 45 years in prison for attempting to smuggle explosive aboard an El Al airline at Heathrow Airport last April 17. Presiding Judge Hans Joachim Heinze issued a war- rant for the arrest of Hay- them Saed, a senior Syrian Air Force intelligence officer, after finding evidence of Syrian complicity in the bombing. The evidence was based on the pre-trial confes- sions of the two defendants. Saed, also known as Abu Ahmed, was implicated at Hindawi's trial. The Syrian connection with the attempt to blow up the Israeli airliner led Britain to break diplo- matic relations with Syria. The Bonn government's measures, though clearly in- fluenced by the West Berlin court's findings, fell far short of the British response. Ost stressed that West Germany wanted to maintain its good relations with the Arab world. However, West Ger- many must demonstrate its resolve to flight against inter- national terrorism, he said. The Arab League had warned the Bonn government against taking diplomatic or other measures against any of its member states. The decision to impose limited sanctions was taken after Chancellor Helmut Kohl consulted with Foreign Minister HansDietrich Genscher and other senior Cabinet ministers and aides. The Foreign Ministry re- portedly warned the Chan- cellor that breaking diplo- matic relations with Dam- ascus could have dangerous repercussions on Bonn's standing in the Arab world. The Chancellor was also reportedly warned that tough action against Syria could result in that country giving covert aid to urban guerrilla groups active in West Ger- many. The most dangerous group is the Red Army Fac- tion which received training with the Palestine Liberation Organization based in Arab countries. Moreover, officials here said Bonn could not act against Syria on the basis of accusa- tions made in the West Berlin trial. Nevertheless, the court's clear cut finding of Syrian in- volvement in the March 29 bombing could not be ig- nored. In their confessions, which Judge Heinze considered "ge- nuine", Hasi an Salameh said they were recruited by Hin- dawi and were given the bomb by Saed at the Syrian Embassy. The bomb was delivered to West Berlin in a Syrian Embassy pouch. The Bonn government is already participating in limited sanctions imposed on Syria by the European Eco- nomic Community's (EEC) Council of Ministers at the in- sistence of British Foreign Secretary Sir Geoffrey Howe. The most severe EEC mea- sure is a ban on arms sales to Damascus. It is not con- sidered likely to have much impact inasmuch as Syria receives most of its military equipment from the Soviet Union.
