Arabs with moderate views, and there are such, have come to realize that they are in effect committing suicide if they even suggest compromise or negotiations with the Israelis. On the other hand, hard- headed Israelis, and there are such, have come to realize that even if peace of a sort is made with Yasser Arafat, at great cost to us, it immediate- ly will be upset by terrorist acts-of Abu Moussa's Fatah rebels. And if they are perhaps brought around, George Habash and his Popular Front will declare war on both Israel and the Arab peacemakers. Waiting in line to reject any and all compromise with Israel are Ahmed Jibril and his cohorts, Naif Hwatme and his so- called Democratic Front, Abu Nidal and his wing of Fatah, the Syrian-sponsored Al- Sa'ikah — and still the list is long of radical, dissident and maverick Arab groups that are pledged to the eradication of Israel as a state, but bicker and brawl and butcher among themselves with an intensity that dooms to failure any peace program subscribed to by one of the competing groups. More than two years ago, Tom Friedman reported the situation in blunt terms when he wrote in the New York Times that Arafat no longer controlled the P.L.O. "It is a hodgepodge of pro-Syrian, pro-Iraqi, pro-Libyan and pro- Arafat factions," any one of which can veto decisions reached by the others. For some years there have been gentle and naive souls in Israel who have urged that we should meet Arafat halfway. If he pledges not to attack women and children, to give up the use of terror, to accept U.N. resolution No. 242, and to grant Israel's right to ex- ist, we should in return be prepared to make territorial concessions for the sake of that elusive "peace." If such an understanding had indeed been reached, it would have served as a death warrant for Arafat, and he would have been finished off by his Arab foes without mercy. Indeed, by their failure to lure Israel into that kind of trap with Arafat, the Israeli minimal- ists have saved Arafat's life. Any kind of deal that he might have made, which called for less than total ex- tinction of Israel, would have marked him for assassination. Is there then no alter- native? The prospects do look gloomy, but that should not for one moment permit Israel to let its defenses down, and expose itself to the genocidal intentions of the frenetic and fanatical Arab murder gangs. Fortunately for Israel, the leadership of both major par- ties here is aware of the danger, and they continue to stand fast in the face of im- portuning by the small but articulate minority of the domestic utopians, idealists and starry-eyed visionaries who have set as their goal peace at any price." Weakness in any part of the world serves to encourage the extremists. Only when the full community of nations takes a determined stand in its refusal to yield to ter- rorism, will an atmosphere be created in which a genuine and a mutually respected peace can be hammered out. In the meantime we can on- ly watch and wait, with some concern as to who -will be the next Arab peacemaker to fall victim to Arab terror — or with some hope that there will be courageous, moderate Arabs willing to risk the threat of Arab terror for the sake of peace in the Middle East.
