population of Israel is grow-
ing slowly because of im-
migration and a slightly
higher birthrate. The birth
rate among Jews worldwide is
only 1.5 children per family.
In Israel, it is 2.8 children per
family.
But on a global basis this
is not enough to sustain
equilibrium, the study said.
It noted that the Holocaust
reduced the number of Jews
in the world from 16.5 million
before World War II to 10.4
million after the war. By the
end of 1985, the world Jewish
population was down to 9.5
million.
The study projects a

million by 1990, eight million
in the year 2000 and six
million by 2025, less than the
population of rarge cities
today.

Herzog Visit'
To Germany
Criticized
Bonn (JTA) — West Ger-
man diplomats expressed
concern last week over the
criticism that greeted the an-
nouncement in Jerusalem
that President Chaim Herzog
of Israel will make a State
visit to West Germany next
year.
The visit will take place
some time in April, 1987.
Herzog's office announced
that the trip is intended to
reciprocate the visit to Israel
last year of West German
President Richard von Weis-
zacker. Some public figures in
Jerusalem promptly ques-
tioned the propriety of
Israel's Chief of State going
to the country where the
Holocaust was conceived.

the formation of a "Commis-
sion Against Anti-Semitism"

task is to advise the mayor
on effective responses to
anti-Semitic incidents and
sentiments, city senate
spokesman Winfried Fest
said.
The "foolishness of anti-
Semitism" has not been com-
pletely overcome, the
spokesman declared. Al-
, though anti-Semites are few
in number, it should not be
left solely to Jewish citizens
and their communities to
combat conscious or uncon-
scious anti-Semitic tendencies
in the society, Fest. said.
