Reagan Implies Israel
To Blame For Funds
Washington (JTA) — Presi-
dent Reagan, in an interview
published in the current issue
of Time magazine, seems to
blame Israel for providing
funds for the Contras from
the money received in the
secret arms sales to Iran, ac-
cording to reports last
Monday.
But White House spokes-
man Larry Speakes said that
this is not what Reagan
meant since he knows noth-
ing about the secret bank ac-
count set up for the Contras
in Switzerland.
Reagan's interview with
Time was conducted on Nov.
26, two days after Attorney
General Edwin Meese told
him he had discovered the
secret fund and the day after
Meese made the discovery
public.
"Another country was
facilitating those sale of
weapons systems," Reagan
told Time. "They then were
overcharging and were ap-
parently putting the money
into bank accounts of the
leaders of the Contras. It
wasn't us funneling money to
them. This was another coun-
try." Reagan did not mention
Israel by name, a practice he
has followed since his Ad-
ministration's secret negotia-
tions with Iran became
public.
But Meese, in his White
House press conference, was
the first Administration of-
ficial to admit publicly that
Israel had been the go-
between for all the U.S. arms
sales to Iran.
Speakes said that Reagan,
in his remarks to the news-
weekly, was referring to the
sale of arms by Israel to Iran
before the involvement of the
U.S.
Meese, in his briefing to the
press, was clear that the $10
to $30 million Iran paid for
arms above the $12 million
cost of the arms to the U.S.
was placed in the secret ac-
counts at the direction of
Marine Lt. Col. Oliver North,
a staff member of the Na-
tional Security Council, who
was fired for this reason.
Vice Admiral John Poin-
dexter, who Meese said knew
something was occurring but
"did not look into it further"
was allowed to resign as the
President's National Security
Advisor. Meese also said that
former National Security Ad-
visor Robert McFarlane, who
participated with North in
the secret Iranian negotia-
tions, learned of the secret
accounts last spring.
Meese said the money went
from representatives of Iran
to representatives of Israel
and then to Switzerland. The
money owed the U.S. was
transferred to the CIA which
repaid the Department of
Defense.
It was never made clear
who had actually deposited
the excess funds in the Con-
tra accounts.

choice we have is to disap-
pear, or at least to desire to
disappear."
Total assimilation is im-
possible, he said, because of
the Jewish nationality im-:
posed by the Soviets on the
identity cards of Soviet Jews.
Yet the desire to disappear is
ingrained, noticeably dis-
played by those emigres who
do not choose Israel.
"I want to say it strongly,
the only reason (Soviet Jews
are) in the United States is to
disappear.
"I don't want to be pes-
simistic," Rabbi Essas told
his listeners. "Because in the
last 15 years we have had a
Jewish national movement."
In addition, he said, 200,000
Jews have left the Soviet
Union. "We stopped, at least
for part of our people, this
forced assimilation ... Now
we have hundreds and hun-
dreds of families who became
religious, Jewish oriented."
There is a Jewish presence
in the large Jewish centers of
Moscow and Leningrad.
"Presence means that every-
body feels it's present." The
hub of Jewish activity is lo-
cated only a short distace
from KGB headquarters, he
explained. "The presence is
known."
The KGB will not break up
this Jewish presence, Rabbi
Essas said, "because they
can't afford to do it now. Be-
cause of you .... Even with
the apathy in the West, I
can't imagine that it will be
business as usual if (the
Soviets) arrest thousands of
people and send them to
Siberia."
Why do the Soviets feel
that Jews are such a threat?
Although Jews are only one
percent of the population,
they make up five to ten per-
cent of the most sensitive
areas of Soviet life — doctors,
scientists — "even with dis-
crimination," he emphasized.
"Jews, by their existence,
defy the prescription given to
them by Lenin and Stalin,
which is to disappear," he
continued. "Jews are a living
denial of the truth," in the
Soviet Union, namely
Marxism-Leninism.
