"Mutual dependence is good,
not bad. But it is the moral
right to exist that is the
transcendent fact on which
we agree. As long as Israel is
surrounded by enemies, we

to declare to the world un-
ambiguously and unequivoc-
ally that Israel is our friend
and ally."
But, added Bush, being the
friend of one Middle East
country should not preclude
being friendly to other coun-
tries in the region. "Ameri-
ca's passion for Israel has, at
times, been seen as coldness
to moderate Arabs, a rejec-
tion for them. It has not

In all this, said Bush, there
is cause for hope that peace
can come to the Middle East.
Bush called himself "a
passionate believer" in the
separation of Church and
State, an issue of conern to
the Jewish community. "I
embrace the wall that sepa-
rates them," he said, and
want to see it neither torn
down or eroded. The First
Amendment is, after all, the
First Amendment. That tells
us of the importance our
founders attached to it.
Bush added that the Re-
agan Administration will
continue 'to emphasize that it
will not tolerate the Soviet
Union's refusal to let Soviet
Jews emigrate.
"We pressed the Soviets in
Geneva and in Iceland and
will continue to press them,"
he said. "Making human
rights a permanent part of
the US-Soviet agenda has
"not enthralled" the Soviets.
"But that's the way it is until
they do what's right."
oday, nine months
after he arrived in Is-
rael, Shcharansky
remains both a realist and a
dreamer. In a live address via
satellite from Jerusalem to
GA delegates, Shcharansky
said that to achieve the sweet
dream of getting Jews out of
Russia, American Jews must
be hard realists.
"While Gorbachev makes a
desperate attempt to create a
new image, while every re-
lease of a refusenik is orches-
trated so well, while the
Soviets use all the public re-
lations techniques, the
number of Jews leaving is
the lowest in 20 years. And
at the same time fewer Jews
are getting out, the length of
the line is much longer,
400,000 Jews are waiting to
get out.
"We must look at the
reality of the situation today.
We can't be deceived. Signs of
liberalization are meant only
to mask the real situation."
And once American Jews
understand the real situation,
Shcharansky said, they must
do something about it.
"American Jewry must or-
ganize a strong campaign of
political pressure to make the
Soviet Union open the gates.
You must send a clear mes-
sage to Gorbachev that all at-
tempts to reach important
agreements with the West
must be based on values of
human rights. If the Soviets
don't open the gates they
can't be trusted. If they viol-
ate human rights there can
be no arms agreement. You
must be sure ' t D here is strong
linkage on all issues between
East and West."
"We must," Shcharansky
added, "tell them they can't
deceive us. It is in our hands,
by publicly protesting and by
explaining to political lead-
ers, to make the Soviet Union
let our brothers go."
And, he said, it is impor-
tant, too, for American Jews
to reach out to Soviet Jews
still behind the gates. "You
must have more contact with
refuseniks. American Jews
should go there. It is impor-
tant for Soviet Jews to know
there's a big struggle all over
the world going on for them.
It is important to bring them
material in Hebrew, on Is-
rael, to show them the spirit
of Zionism is increasing in
the world, that there is deep
solidarity in the Jewish world
for their struggle. We must
encourage them so that they
are willing to struggle."
And, he said, we must
reassure them that there is
reason for hope.
It has come true for
Shcharansky, who said that
while it is at times difficult,
he likes living in Israel just
fine, thank you.
