protest against the Costa
Rican leader's decision to
transfer the embassy to
Jerusalem. Undaunted,
President Monge sub-
sequently made a public
statement affirming his na-
tion's "free and sovereign de-
termination to honor
Jerusalem as the capital of
Israel."
To bolster Costa Rica's pre-
carious financial condition
which had run aground under
Carazo, (Costa Rica has one
of the higher per capita ex-
ternal debts in the world), Is-
rael announced in 1982 that
it was depositing $7 million
in Costa Rican banks and
would seek to further
strengthen trade links. At
the same time, Israel has
played an important part in
the development of Costa
Rican agriculture. Israel has
also assisted the Costa Rican
Civil Guard in the face of
growing concern about border
incidents with Nicaragua.
Most recently, Costa Rica
was the only country other
than Israel to vote against all
three resolutions critical of
Israel submitted to the U.N.
General Assembly in De-
cember 1985. Whereas some
20 other nations, including
the U.S., Canada and much
of Western Europe, opposed
two of the resolutions, only
Costa Rica and Israel voted
against the resolution on
Jerusalem, while the U.S.
abstained.
The new president has
indicated he will follow the
pro-Israel stance of Monge,
including the continued
presence of the embassy in
Jerusalem. He has also
named several Jews to key
undersecretary posts in his
cabinet, drawing on the small
but well-integrated Jewish
community of approximately
2,500 centered in San Jose.
The community itself,
largely composed of
Ashkenazi immigrants and
refugees from the inter-war
years and their descendents,
is well-organized through the
Israel-Zionish Center of Costa
Rica
(Centro Israelita
Sionista de Costa Rica) ,
which maintains a social and
cultural center, synagogue,
and a day school. Ninety per-
cent of the Jewish youth
attend the school. Interest-
ingly, President Monge, a
Catholic, married a Jew in a
civil ceremony years ago and
their daughter, raised a Jew,
graduated from this school.
The community has not
been without its problems.
During the 1930s and 1940s,
Jews faced restrictions on
immigration and suspicion of
foreigners. Since the early
1950s an atmosphere of full
tolerance, fostered by the
leadership of then President
Figueres, has prevailed.
Good relations exist be-
tween Catholics, who com-
prise 95% of the population,
and Jews.
