by Gorbachev. This is an ef-
fort that must be coordinated.
Unless the U.S. and its allies
must work together, the
Kremlin will succeed in es-
caping the effects of any
Western pressure.

the United States should seek
accords with friendly nations
such as Pakistan and Egypt
to obtain such permission
when needed. For those gov-
ernments, such an arrange-
ment is likely to appear pref-
erable to risking fiascoes
such as that which occurred
in Karachi.
At the same time, the
United States must adopt a
broader policy aimed at un-
dermining state support for
terrorism. This means con-
ducting raids such as that
against Libya. The United
States must also recognize
that difficult, operations, as
well as easy ones, must some-
times be. mounted. This
means attacking the well-
armed Soviet ally Syria, if its
support for terrorism con-
tinues.
The West must also recog-
nize the central role played
by the Soviet Union in sup-
porting terrorism. For the
Kremlin, terrorism repre-
sents a cheap, enormously
cost-effective weapon with

Dangerous Policy

Myzayde, who always had a
blue-box on his sewing
machine, would tell me:
"Hai-em, give, and help our
people return to our home-
land". That was in the days
of the British rule, who had
decided they did not want us
in Palestine. We had no idea
of the horror coming and the
terrible urgency of helping.
Now the JNF literature
proclaims: "Jewish National
Fund Projects Spread Across
Israel" and shows a map of
an Israel stretching from the
Mediterranean Sea to the
Jordan River. That is deceiv-
ing our community. Their lit-
erature tells of their activi-
ties: land purchases, reclaim-
ing barren soil, afforestation,
roadbuilding, site prepara-
tion, municipal parks. But
the fact is the JNF does none
of that in Judea, Samaria
and in the Old City of

Jerusalem and its suburbs —
as they are falsely suggest-
ing. Their excuse: the U.S.
government won't allow tax
deduction for Jewish activi-
ties in that area.
The United States State
Department, like the British
before them, is trying to buy
Arab friendship at the ex-
pense of the Jewish people.
Their policy calls for Israel to
return to the 1949 cease-fire .
lines. They want no Jews,
just Arabs, in what they
named the "West Bank." To
promote that, the U.S. will
not allow tax deductions for
Jewish activities, only for
Arabs, beyond the 1949
cease-fire lines. Also, the U.S.
prohibits the Israel govern-
ment from spending Ameri-
can aid in that area, while
providing funds for Arabs
through King Hussein's Jor-
