rorists deliberately selected a
military target. If so, they
showed a greater degree of
chutzpa (effrontery) and
courage" than in the past,
Zeevi said.
The inquiry ordered by the
Chief of Staff will try to deter-
mine whether the searing-in
ceremony for the recruits,
conducted under brilliant
spotlights at the Western
Wall, had been adequately
protected and if proper securi-
ty measures were taken, in-
asmuch as many civilians
were at the ceremonies.
In another development,
the police announced the ap-
prehension of the "terrorist
squad" responsible for the
grenade attack. The killers
wee described as members of
an extremist group known as
the Islamic Jihad (Holy War),
recruited in Jordan by agents
of El Fatah, the terrorist arm
of the Palestine Liberation
Organization.
They lived in the villages of
Silwan and Abu Tor, on the
outskirts of Jerusalem. Ac-
cording to an Israel Televi-
sion report, they have no past
> criminal record and are
cooperating fully with the
authorities.
The police statement did
not say how many were ar-
rested and did not identify
the suspects by name. Ac-
cording to eyewitness ac-
counts, two men threw the
grenades and escaped in a car
driven by a third man.
The statement said the ar-
rests were made by security
forces in cooperation with the
police and that "In the course
of the investigation, weapons
and combat material that
were in the squad's posses-
sion were handed over to the
authorities." It added, "The
investigation is continuing.
The court has banned publi-
cation of any identifying
details of the suspects."
Outgoing Prime Minister
Shimon Peres said the gang
apparently was recruited in
Jordan in December, 1985, by
the PLO. "But since then,
Jordan changed its policy
and in effect closed down
most of the PLO terrorist of-
fices and allowed only pol-
itical offices to operate," he
said.
He noted that Israel took a
most serious view of the fact
that the PLO office in Cairo
announced shortly after the
attack that the PLO was
responsible. Israel lodged a
formal complaint with the
Egyptian government "and
the Egyptian authorities had,
indeed, expressed their
displeasure to the PLO in
Cairo" following the Israeli
protest, Peres said.
