Staff Changes At JWF

George Cohen, who has
been a staff associate of
United Jewish Charities the
Past two years, was recently
named associate director of
the Federated Endowment
Fund. Cohen is a former Fed-
eration assistant controller
and manager of accounting
and has been on the Federa-
tion staff for ten years.
Randie B. Levin has joined
Federation as staff
associate-planning, with re-
sponsibility for the Commu-
nity Services Division and
the family life subcommittee
of the Commission on Iden-
tity and Affiliation. Levin
has an MSW degree from
Wayne State University.

Allan Gelfond

Endowment Fund
Program Tuesday

Appointments in the areas
of budgeting/planning, Cam-
paign and endowment have
been announced by Jewish
Welfare Federation Executive
Vice President Martin Kraar.
Allan Gelfond has been
named director of the Allied
Jewish Campaign. Assistant
Campaign director since
1983, Gelfond has been with
Federation for almost seven
years. He is a former director
of professional services at
Phoenix Place, an adult men-
tal health facility for the de-
velopmentally disabled. Prev-
iously, he served at the
Jewish Community Center
for 15 years in a number of
capacities, including director

The Jewish Welfare
Federation/United Jewish
Charities Federated Endow-
ment Fund Institute is set for
this Tuesday, 2-6 p.m. at the
Michigan Inn in Southfield.
Attorney Stanley M.
Weithorn will discuss "Life
Before and After the Tax Re-
form Act of 1986: Perspec-
tives on Charitable Giving",
and Ellen G. Witman will
address what goes on "Behind
the Legislative Scene in
Washington."

USSR Permits Flerov
Family To Emigrate

New York (JTA) — In a sur-
prise move, Soviet authorities
last week granted permission
to emigrate to the entire fami-
ly of Inessa and Viktor
Flerov, ending an eight-
month ordeal.
Inessa Flerova's brother,
Michael Shirman, is a 31-year-
old leukemia patient living in
Israel whose sole chance of
survival rests on a possible
bone-marrow transplant from
Inessa, his only sibling, who
lives in Moscow. The informa-
tion was confirmed by the
U.S. State Department.
Inessa Flerova and her two
daughters, Dariya, 7, and
Mariana, 5, were granted ex-
it visas at the end of August,
but Soviet officials would not
grant permission to leave to
her husband Viktor, citing his
father's refusal to grant him
a waiver of financial obli-
gation.
Shirman had told Flerova
not to leave without her hus-
band, thereby separating the
family on his account. Viktor
Flerov and his father have
had little contact if any in

years. Flerova first applied for
a temporary visa in February,
and was repeatedly given con-
flicting advice by Soviet of-
ficials. Both she and her hus-
band went on hunger strikes.
Shirman has been in the
United States following a
visit to - Iceland for the U.&
Soviet summit meeting,
where he pleaded his case
with Soviet and American of-
ficials.

Demanded

New York — In the wake
of terrorist onslaughts
against the passengers on an
American' airliner in Pakis-
tan and Jews in prayer in a
synagogue in Istanbul, the
pfesident of the National
Council of Young Israel,
Harold M. Jacobs, has called
upon all the civilized nations
of the • world "to institute a
mandatory, swift dealth pen-
alty for all those who engage
in terrorism."
