Israel Aid A Bargain
For The United States
"Aid to Israel is a bargain,"
Sen. Rudy Boschwitz (R-
Minn.) told a group touring
Capitol Hill recently. Bos-
chwitz does not glance at
notes when he makes the
case, having done it many
times before. But it is worth
repeating — and expanding
— as Congress tries to finish
work on appropriations for
the next fiscal year.
The Senator began by put-
ting the $3 billion ($1.8 bil-
lion in military aid, $1.2 bil-
lion in economic assistance)
allocated to Israel for fiscal
1987 into perspective. "There
are three areas where East
and West collide," Boschwitz
pointed out, "Europe, the
Middle East, and the Far
East."
By his (conservative) esti-
mate, America spends be-
tween $70 billion and $80 bil-
lion of its $280 billion-plus
defense budget to defend its
European partners in the
North Atlantic Treaty Organ-
ization (NATO). The United
States pays to keep 345,000
troops and several hundred
thousand more of their de-
pendents in Western Europe.
But while the United States
allots approximately 25 per-
cent of its federal budget and
7.5 percent of gross national
product (GNP) to the mili-
tary, many of the populous,
prosperous NATO nations
spend in the three percent to
four percent range — 3.8 per-
cent of GNP for France, 3.5
percent of GNP for the
United Kingdom.
In the Far East, according
to Boschwitz, $35 billion to
$40 billion more of the U.S.
defense budget goes for the
security of Japan, South
Korea, the Philippines and
other states. Another 135,000
American military personnel
-e stationed in the region.
