foreign policy initiatives,
scorned by his Likud rivals
as "photo opportunities,"
have borne fruit, they have
helped to restore Israel's
reputation as a country dedi-
cated to the search for peace
with its neighbors.
In a society where the
practice of jugular politics
has been elevated to an art
form, Peres has achieved all
this — and held his govern-
ment together — by a dizzy
combination of cajoling, con-
ciliating, threatening, prom-
ising and compromisit.g. A
copybook lesson in the art of
the possible.
For the Likud, there was
always the consolation that,
whatever humiliations and
slights they might endure in
a Peres-led government, they
could at least look forward to
that sweet moment when
their own man would step
forward to take his slice of
power.
And, not least, they would
enjoy the advantage of in-
cumbency when the next
elections roll around in late
1988.
The Israel that the na-
tional unity government inh-
erited was weary, disoriented
and dangerously divided. For
all its inbuilt limitations, it
has fulfilled many of the pub-
lic's needs and expectations.
Much depends now on the
leadership of Yitzhak
Shamir, the quiet, tough,
patient and secretive heir to
Menachem Begin.
Shamir's accession to power
will send tremors of ap-
prehension through the capi-
tal cities of most of Israel's
friends — and, perhaps, some
of its enemies, too.
Shamir, the former leader
of Lehi, one of the most
hard-line of the pre-state
Jewish underground move-
ment, who went on to become
a senior figure in Israel's
Mossad intelligence agency,
is a far cry from Peres in
style and ideology.
Shamir refrained from
endorsing the Camp David
Accords, which involved trad-
ing back the Sinai Desert to
Egypt in exchange for peace,
and he is dogmatically op-
posed to relinquishing Israel's
unlimited control over any
part of the West Bank and
Gaza, which Israel conquered
in the 1967 Six-Day War.
Unlike Peres, he rejects,
even for tactical purposes,
Arab demands for an interna-
tional "accompaniment" to
direct negotiations with a
joint Jordanian-Palestinian
delegation. And unlike Peres,
he will certainly insist on
scrutinizing very closely the
credentials of Palestinians
who are nominated for places
on such a delegation.
Shamir has not bothered to
disguise his wry amusement
at Peres's frenetic interna-
tional peregrinations. He im-
plies that such boundless op-
timism and faith in the es-
