Southfield police, acting on

Shabat, whose mother-in-law
lives in the building, are in-
vestigating the case but have
arrived at no conclusions.

said officer Gary Conant on
Monday.
Berton said the situation

Soviet Jewish tenants, but
American tenants as well.
"I was talking to one of the

ladies the other day," said
Berton, "and she told me that
/\= an American tenant ap-
proached her and told her
that they were really grateful
that (Edwards and Stone)
were gone, but they were dis-
satisfied with the publicity."
Berton said a reason why
the Soviet Jews are upset
with the publicity is because
they think there is nothing
wrong with paying bribes.
For some Soviet Jews, paying
bribes in Russia is a way of
life and a way to improve
one's living conditions.
And since the construction
on Interstate 696 resulted in
the demolition of many
nearby apartment buildings,
Soviet Jews were faced with
a housing shortage. Desper-
ate to find a place to live, the
Soviets were willing to pay
bribes for the Highland To-
wers apartments.
She discounts The Metro
Times assertion of 67 out of
70 paying bribes, believing
the figure was closer to 30 or
40. She said many of the ten-
ants were, and still are, af-
raid to step forward for fear
of punishment by the police.
"They've had some bad ex-
periences in Russia," said Be-
rton. "As a result of (these
experiences), they interpret
anybody in a uniform as a
hostile individual."
Berton estimated that
there are between 1,500 and
2,000 Soviet Jews in the De-
troit metropolitan area. She
said the reaason why many
reside in Highland Towers is
because the building is lo-
cated in the heart of the
Jewish community.
"Many of the elderly people
can't speak English very
fluently," said Berton. "The
apartment building is near a
number of kosher bakeries
and butcher shops whose
workers speak Yiddish. This
way, the (Soviet Jews) do not
have a problem communicat-
ing with the people around
them."
