Terrorist
Acts United
PLO Factions

Bonn (JTA) — A spokes-
man for the Palestine Libera-
tion Organization indicated
here last week that spec-
tacular terrorist acts such as
the Pan Am airliner hijack in
Karachi and the attack on the
Neve Shalom synagogue in
Istanbul were part of a
strategy aimed at uniting the
PLO's various dissident
elements.
Abdallah Franji, who
represents the PLO in Bonn,
told the West German News -
Agency that these assaults
targeting the U.S. and Israel
gave the PLO new room for
maneuvering.
His remarks gave credence
to intelligence reports from
London and elsewhere that
the PLO is making a major
effort to unite rival splinter
groups under the leadership
of the mainstream Al Fatah
faction. lb achieve this it
must prove its "toughness."
Franji said in an interview
that the next step toward
unity would be taken at an
upcoming meeting of the
Palestinian National Council,
the so-called Palestinian
parliament-in-exile. After
that, a reconciliation with
Syria would be attempted. A
third and final step, he said,
would be to gain wide recog-
nition for the PLO as a par-
ticipant in an international
conference to settle the Arab-
Israeli conflict.

IRC Pushed
On MDA

New York — The Anti-
Defamation League of B'nai
B'rith has called on the In-
ternational Red Cross to re-
scind its 37-year-old policy of
non-recognition of Magen
David Adorn, the Israeli
equivalent of the Red Cross,
because it uses a red star of
David as its symbol instead
of a cross.
In a letter to the secretary
of the Red Cross and Red
Crescent Societies, ADL's na-
tional chairman Burton S.
Levinson said that the 25th
Quadrennial International
Red Cross Conference in
Geneva in October will be
an opportunity to redress this
festering injustice and accord
the Magen David Adorn its
rightful place among the
other representatives of the
International League of Red
Cross Societies."
Levinson declared that a
precedent for such recogni-
tion had been established
when the IRC "accommodated
to the religious sensitivities
of two major Islamic sects" by
recognizing the Shi'ite Red
Lion and Sun symbol which
was used by Iran's Red Cross
organization until 1980.
