Jerusalem — Soviet
authorities exploit citizens'
ignorance of their right of
emigration to illegally deny
them this right, a Hebrew
University of Jerusalem ex-
pert on the Soviet legal sys-
tem states.
The average Soviet citizen
is usually unaware of his
rights of emigration. It is this
ignorance among the general
population of legal rights
which is exploited by the
offices of the committee for
state security and the Minis-
try of Internal Affairs: they
act with tyrannical disregard
for the law — for interna-
tional agreements to which
the USSR is signatory and
for Soviet legislation on
emigration," writes Yacov
Eisenstat of the Hebrew Uni-
versity in his essay, "Interna-
tional Agreements and Soviet
Law Concerning Departure
from the USSR and their Vio-
lations by the Soviet
Authorities."

AJC Fund
To Help
Turkish Jews

New York (JTA) — The
American Jewish Congress
announced last week the
establishment of a fund to
assist the families of the vic-
tims of the Neve Shalom
Synagogue massacre in
Istanbul and help rehabilitate
the damaged synagogue.
Henry Siegman, executive
director of the congress, who
attended the mass funeral
service in Istanbul Wednes-
day as representative of both
the AJCongress and the Con-
ference of Presidents of Major
American Jewish Organiza-
tions, announced from Turkey
that the new American
Jewish Congress Istanbul
Fund has been set up with an
initial gift of US $18,000 from
an anonymous donor.
