believes, "especially when we
have a guy like (Rev.) Pat
Robertson floating around
who would like to fuse the is-
sues." Pearl heads the Ad
Hoc Coalition on School
Prayer, composed of educa-
tion, religious and civil liber-
ties groups, and he proudly
credits the organization for
stalling Utah Republican
Sen. Orrin Hatch's proposal
in Congress last session on si-
lent school prayer.
A letter on that issue to
Rep. William Ford (D-Mich.)
led to subsequent conversa-
tions on foreign investments
in U.S. colleges. Pear] pushed
for and Ford strengthened a
bill that will get conference
committee approval this
week, which requires public
disclosure of all foreign
grants of more than
$250,000.
Says Pearl, "It's not just
OPEC nations, but Japan,
South Africa and others as
well. We don't want any
foreign influence dictating to
our universities." Pearl's bill
requires disclosure to the
U.S. Department of Educa-
tion of how each grant affects
students, faculty, hiring, col-
lege policies, reading lists,
etc.
Pearl insists that the aver-
age citizen must take advan-
tage of the same system, con-
tacting their legislators and
making their feelings known.
"Up on Capitol Hill, I kept
hearing Senate and House
aides describe their mail dur-
ing Israel's 1982 war in
Lebanon as a flood. So I took
a survey," Pearl recalls.
"What is a 'flood' of mail? Is
it a thousand letters? Is it a
hundred letters?"
It turned out that when
Congressmen receive as few
as "15-20 handwritten letters
on the same subject, they
take notice."
Pearl is a firm believer in
regular and varied corre-
spondence from constituents:
"If someone wants to take
away abortion funds, and
you're opposed, write your
Congressmen. And next
month, if Israel is the issue,
write them again. They'll lis-
ten because they know you
are not just interested in one
issue."
Pearl is a firm believer in
protecting and exercising
those First Amendment
rights to free speech. "This
time five years ago," he re-
calls, "it was Reagan vs.
Begin on AWACS" and Jews
were subjected to the "dual
loyalty" charge. "Well," Pearl
responds, "freedom of speech
does not just go for domestic
issues."
Similarly, he strongly be-
lieves that American Jews
should not just voice their
opinions in support of Israel.
"If we only speak out on the
single issue, and don't speak
out on others, we may one
`day have the floor ripped out
from under us."
