Most of the approved sum — $4.981 — was designated for expanding existing construc- tions. Moshe Dovrat,al of the Ministry of Econothics and Planning, charged that the approval was politically motivated. The Executive is headed by Yoram Belisoov- sky, Acting Director-General of the Ministry of Industry and Commerce, which is headed by Ariel Sharon of Likud. Dovrat said the investment was disproportionate to the number of residents in the areas. Whereas other parts of the country lack buildings for industry and other assistance for troubled plants, he said, the government now pours money into the industry in the territories, which is essen- tially primitive. "This is an artificial way of creating a supply of buildings in the territories, thus pro- motng the transfer of Jewish industries from Israel proper to the West Bank, and indir- ectly encouraging Jewish set- tlements in the territories," Dvorat charged. The Ministry of Industry and Trade said the allocations approved were only a small part of an overall $28 million allocated to support the in- dustries all over the country. Haareti reported that senior officials of the Labor Party were concerned over the attempt of "the heads of the Likud to create facts, before the transfer of the Prime Ministership to Yit- zhak Shamir" next month. Haaretz reported that Prime Minister Shimon Peres was enraged when he heard that Shamir intended to ap- point, after the rotation, Minister-Without-Portfolio Yosef Shapira of Morasha as Minister in charge of diaspora Jewry and Jewish settle- ments in Eretz Yisrael. Ontiel Schneller, the secretary of the Council of Jewish Settle- ments in the Territories, is reportedly to be appointed as Shamir's advisor on settle- ments. The paper quoted senior Ministers in the Labor Party that any additional functions in the government must be approved by the coalition partners. Regarding the Schneller ap- pointment, the Labor sources said it was quite clear to the Likud partners that the issue of settlements would remain under the responsibility of Defense Minister Yitzhak Rabin. "Shamir's ideas amount to an attempt to turn the Na- tional unity government after October 15 into a Likud government," the Ministers said, according to Haaretz. Israeli Invents New Car Air Conditioner Jerusalem (JTA) — A new Israeli car air conditioner re- quires no operating costs and is no strain on the car's motor, unlike conventional car cooling systems, accord- ing to reports last week. The new patented air condi- tioner, invented by Prof. Mordecai Sokolov of lel Aviv University's Engineering faculty, runs on wasted engine hear and cools the car interior by a process Sokolov refers to as an ejector re- frigeration cycle. Conventional car air condi- tioners consume ten to twen- ty percent of the car's fuel and put a considerable strain on the motor, whereas the new system, which can be used in all cars with 1300 cc or larger engines, needs no additional fuel. Jews Urge Terrorism Fight Paris (JTA) — Jewish lead- ers from 20 countries urged the Western nations to wage all- out war against international terrorism including strikes at terrorist bases wherever they are. The call for action was made at an urgent session of the European Jewish Congress convened by Edgar Bronfman, president of the World Jewish Congress, to implement meas- ures for security and protection of synagogues and Jewish in- stitutions in Europe as the High Holy Days approach. Sharon Visit Causes Furor Washington; D.C. — An un- official visit to Istanbul in July by Israel's Minister of Trade Ariel Sharon, was revealed by an Istanbul newspaper after his departure, with the head- line: "The Human Butcher Was Here." Sharon reportedly traveled on a tourist passport using a false name. He was accom- panied by family and personal security guards. Istanbul police provided tight security. Sharon went to Istanbul to attend a relative's wedding.
