Shaarey Zedek. who share the blame who have not been touched, who have not yet been summoned to justice. We call upon men and women of conscience, of all religions and creeds, no mat- ter what their political views, to rise up in moral protest, to express their horror and to condemn this outrageous act. Terrorism respects no bound- aries for its ultimate purpose is the destabilization of Western democracy. The world should have learned by now that attacking Jews in a synagogue is the ,signal of greater terror yet to come. Those who study terrorism declare that there is a con- nection between the attack of the Pan American airliner in Karachi and the tragedy in Istanbul. We mourn the deaths of those who died on the plane. We grieve with their families as well. Terrorism is part of a con- tinuing war by the radical fanatic Arab world, including the governments of Libya, Syria, and Iran, against Is- rael, against the United States, and against the demo- cracies of western Europe. There are Arab govern- ments that have permitted their capitals and territories to serve as headquarters, bases and training grounds for gangs of assassins. There are Arab countries that have provided direct and indirect assistance to terrorists. We call upon all who have har- bored terrorist groups to re- move them from their midst and to deprive them of sanctuary. And we call upon the government of the United States to take the appropriate measures to enforce their pol- icy and to ensure that those governments who have served as accomplices in such acts of violence should suffer the consequences. In our time, terrorism has become a new form of tyranny. The tyrant recog- nizes no other principle but his own power. The force of his weapons- directed. invari- ably against the innocent — the unarmed, women, chil- dren, old people, travelers, the elderly, the faithful as- sembled in prayer. The terrorist rejects the rules of civilization, for he has set as his goal the de- struction of the fabric of understanding and civility that links together the world family of nations, cultures and religions. The terrorist seeks to attack our concep- tion of society and humanity. We must collectively confront this painful truth — and act. Terrorism is evil. To look at the scene of carnage in the synagogue of Istanbul is to look upon the destruction wrought by an evil that is unredeemed by any justifica- tion or moral purpose. Some- times so called Middle East experts explain that ter- rorists commit their despica- ble acts because of grievances arising out of the Palestinian refugee issue or political con- cerns — a veiled reference to the State of Israel. Israel is blamed for crimes committed by its most blood-thirsty enemies. If Israel is the enemy, why are Jews attacked? These are not Israelis. Why are Ameri- can passenger planes at- tacked? Why are airports at- tacked? These murders were perpetrated by those who use violence as an end in itself. These assassins have no ideology, no plan, no pro- gram. Their violence is an expression of mindless rage; of evil incarnate. They are recruited and trained by those groups who use terror as an instrument of personal gain. The Western democracies must unite in mounting a concerted international effort against terrorism. More strict measures need to be under- taken, greater attention to security, more vigorous col- lective sanctions against countries that harbor ter- rorists.
