The two men's continued service has caused a break- down in the formerly — and necessarily — close working relationship between the ser- vice and the state prosecu- tors. Many of the latter argue that although technically the Presidential pardons wipe out the two men's crime, in prac- tice the fact remains that the two took a key role in an elaborate and sustained per- version of justice, involving perjury, suborning witnesses, and forgery. Labor Party Ministers and members of Knesset are urg- ing the Premier to fire the two, but Peres so far has said he will leave the matter to the new head of Shin Bet (whose identity may not be dis- closed). Meanwhile, Health Mini- ster Mordechai Gur (Labor Party) confirmed on the Knesset podium that he would not serve in the Cabinet after Deputy Prime Minister and Foreign Mini- ster Yitzhak Shamir takes over from Peres in a rotation agreed to by the national uni- ty government because of what Gur insists is Shamir's involvement in the Shin Bet affair. Shamir was Prime Minister at the time of the 1984 bus hijacking that end- ed in the storming of the vehi- cle by Israeli soldiers and the subsequent beating deaths of two of the four Palestinian hi- jackers by Shin Bet agents. The killings and subsequent coverup have come to be call- ed the Shin Bet affair. In another development, Shamir has rejected allega- tions by the former head of the Shin Bet that he had authorized the beating deaths of two Palestinian bus hijackers and subsequent coverup two years ago. Accor- ding to local press reports, Shamir told his interrogator, Police Inspector-General David Kraus, that he had learned of the death of the two captured terrorists in the hands of the security forces only after the affair. He said he had not known of the conspiracy to mislead the two committees that in- vestigated the affair, until a complain was made by Reuven Hazak, who worked under Avraham Shalom, head of Shin Bet at the time. Shamir's reported evidence came in direct contrast with the testimony of Shalom, who explicitly said, in his pardon request to President Chaim Herzog, that all his action were carried out "with per- mission and authority," mean- ing with the full knowledge of the Prime Minister at the time. It is now the task of Attorney-General Yosef Harish to decide whether the conflicting versions have brought the investigation to a dead end, or whether both versions should be brought before the court to decide. According to a police de- partment spokesperson, a tear gas canister went. off at about 7:45 p.m., shortly after the troupe began to perform their first dance number. The explosion injured 21 people and forced some 3,780 people to vacate the opera house. Minutes after the explosion, a man claiming to be a member of the Jewish De- fense League calimed respon- sibility for the incident, police said. Major Jewish organiza- tions condemned the action as one of terrorism and de- nounced those responsible. However, the Jewish Defense Group, a New York-based JDL splinter organization, said it did not condemn the action. According to press reports, an anonymous male caller told the Associated Press im- mediately after the blast, "Approximately five minutes ago, a powerful irritant was released at the Moiseyev Dance Company at Lincoln Center. This was done by Russian members of the Jewish Defense League move- ment. These actions will con- tinue and escalate. Never again."
