WEST BLOOMFIELD Jerusalem (JTA)— The Foreign Ministry last week denied press reports that, contrary to stated Israeli policy, a Soviet consular delegation would visit Israel soon without a reciprocal Israeli visit. Despite the denial, Soviet emigres reacted sharply, most vocal among them the inter- nationally known Natan Shcharansky. According to a Foreign Ministry spokesman, Prime Minister Shimon Peres made a point of discussing the issue with Foreign Minister Yitz- hak Shamir, stressing that there was no change in Israeli policy. The Foreign Ministry said that the position of Israel continued to be the recipro7 city outlined by Israeli delegate to Soviet counter- parts at a much publicized meeting in Helsinki. Since then, the Ministry said, there had been no contacts with the Soviets. In a separate statement, Minister Without Portfolio Moshe Arens said no govern- ment forum had given the green light to a Soviet delega- tion. He contended that any Soviet demand should be met with a minimum demand by Israel to release all Jews im- prisoned for Zionist activ- ities. "No Soviet request should be met. without a similar response to Israel's re- quests regarding Soviet Jews," said Arens. Speaking at a press con- ference here with his mother Ida Milgrom and brother Leonid, Natan Shcharansky urged a public campaign against the USSR which would convince it that "public opinion of the West will simply never permit their governments to sacrifice the interest of Soviet Jewry." In a word, Shcharansky said, he condoned all "non-violent" action to achieve the goal of freeing Soviet Jewry. On the reported proposal by Peres that a Soviet delega- tion be allowed to visit Israel, Shcharansky said adamantly, "We can never compromise, because it is really very dangerous, and if (the report) is correct, it's a serious mistake which can bear very grave - consequences for all who struggle for Soviet Jewry?' In a related development, Prime Minister Shimon Peres indicated that Israel was not imposing conditions on the Soviet request to send a con- sular mission to Jerusalem. Speaking to reporters dur- ing a tour of Afula, Peres said Israel is negotiating out of a sense of mutuality, which he called an accepted principle in diplomacy. Asked if Israel made an Israeli consular mission to Moscow and freedom of emigration for Soviet Jews conditions for granting the Soviet consular request, Peres replied, "I don't think one should approach every nego- tiation with an ultimatum in his hand. It is not necessary — it is mutuality, not condi- tional." Peres said Soviet nego- tiators "asked for some points" during their Helsinki meeting with Israeli nego- tiators "and we are asking for some points. This is the nor- mal way to negotiate." Visa Received New York (JTA)' — Leonid Vainstein, 39, a Kishinev re- fusenik since 1973, has re- ceived an exit visa for Israel, and is expected to leave the USSR Sept. 15, according to the National Conference on Soviet Jewry. Vainstein, a mechanical engineer, was re- fused a visa because of "army service." His military service was completed more than seven years ago. However, his wife Klara and daughter Rozalia were given permis- sion and arrived in Israel in 1977.
