NEWS Israeli Cabinet Approves Cuts In Budget ml Aviv (JTA) — The Cab- inet agreed at it second lengthy session last Sunday to cut the US$19.1 billion state budget by about US $200 million, excluding the military budget. The defense budget is to be discussed further by Prime Minister Shimon Peres, De- fense Minister Yitzhak Rabin and Finance Minister Moshe Nissim. The agreed cut was consid- erably less than Nissin had hoped to force through the Cabinet, but he later said the actual cut gave hope to con- tinued economic stability. Nissim said the 'freasury now could begin planning reform in the capital market and tax system. These actions were strongly recommended in a letter to Peres from U.S. Sec- , retary of State George Shultz. The Cabinet further do- cided that until each minister presents a detailed plan to im- plement the cuts, there will be a 75 percent freeze on their contracts. Nissim said the freeze would not affect commit- ments dealing with the open- ing of the school year, the defense system, the Housing, Ministry and development budgets. In another development, the Consumer Price Index re- mained unchanged during July, the Central Bureau of Statistics. The figure immedi- ately was hailed as indicative of the success of the current economic policy of freezing the value of the shekel and controlling prices. Last July, the CPI rose 25 percent. It has risen 24 per- cent in the year since the government unveiled its aus- terity plan. Inflation during that year rose 15 percent. The year before it had reached about 400 percent. The good news came a day after the government pub- licized a letter from Shultz that urged introduction of far- reaching economic reform. The letter, received by Peres, > was written in a friendly style. But it gave specific ad- vice, suggesting a link bet- ween following the advice and maintaining the current level of economic cooperation with the U.S. The U.S. sent Israel US$1.2 billion in a non-mili- tary grant and an emergency grant of US $750 million this year. In his letter, Shultz urged reform of the tax system and capital market and suggested the government sell the cor- porations it owns to the pri- vate sector. Shultz, an econ- omist, said the reforms were essential for economic growth. He added that without the growth, Israel would face ser- ious problems in meeting its budget.
