certainly will be under legisla-

banning racist parties from
running — he will be able to
point to his vote in favor of
the law against racism.
The vote tally was 56 for, 22
against and seven absten-
tions. The latter group corn-
prised the two ultra-orthodox
parties, Shas and Agudat
Israel, and the rightist lbhiya
party.
Labor and Likud whips had
sought throughout the day to
modify the bill's wording so
as to assuage concerns in the
religious camp that purely
religious or ritual actions
could be prosecuted as racist
or discriminatory.
The bill in its final form
contains a special provision
excluding the citation of
Biblical or other sacred
passages from ever being con-
sidered racist.
The anti-PLO bill, passed
by a narrower majority, for-
bids private Israeli citizens
from meeting with members
of a terrorist organization
abroad (the PLO qualifies
under the law's definition).
Exceptions are press con-
ferences, international sym-
posia, and family ties.

Shul Vandalized
In Jerusalem

Jerusalem (JTA) — Police
here Flast week detained one
suspect in connection with
vandalizing a synagogue in
the city's Givat Shaul in-
dustrial zone. The suspect, a
19-year old resident of the
Arab village of Dura near
Hebron, works as a guard in
a nearby workshop.
Police believe the vandals
were looking for money or
valuables, and the incident is
connected to earlier ones.
A Torahcroll and hun-
dreds of prayer books were
destroyed at the Habad
Synagogue. According to
police, vandals entered the
synagogue by smashing a
window. They broke into the
Holy Ark and slashed the
Torah scroll. Hundreds of
prayer books were ripped and
thrown on the floor. The
damage was discovered by
American immigrants from
the nearby community of Har
Nof, who came to prepare the
synagogue for Sabbath ser-
vices. Habad Hassidim from
all over the city came to the
synagogue to recite psalms.
Many tore their clothes as a
sign of mourning.
