YOEL COHEN Special to The Jewish News T he establishment of dip- lomatic ties between Spain. and Israel is a major .achievement in Israeli foreign relations. Now Israel can claim to have diplomatic ties with every one of the Western democratic family of nations. Spain holds a special place in Jewish history, for producing such giants as Maimonides, Judah HaLevi and Solomon Ibn Gvirol during its Golden Age. In a broad historical sense, Spain's recognition of Israel may be seen as making amends for the explusion of the Jews from Spain in 1492. The absence of diplomatic ties between the two countries has a history of its own. In 1950, Is- rael supported a resolution in the United Nations to boycott Spain because of its alliance with Nazi Germany in the Sec- ond World War. Although Spain had helped to save thousands of Jews in the Second World War, Israel, as a young Member of the UN, was not prepared to break rank on a resolution with symbolic meaning to the Jewish state. When the Franco govern- ment fell some ten years ago, and the Israeli government put out diplomatic feelers to Madrid to recognize Israel, Spanish 'offi- cials referred back to the boycott. Unofficial ties between the two countries have existed since 1983, in the form of a foreign ministry official, Shmuel Hadas, Israel's representative at the Madrid-based World Tourism Organization. Hadas is to be ap- pointed Israel's first ambassador to Spain. Even five years ago there was just limited support among Spain's political parties for for- mal recognition of Israel. Only the small Popular Party favored such a public act.. Today, recog- nition is certainly due in part to the good personal relationship between Socialist Prime Minis- ter Felipe Gonzalez and Prime Minister Shimon Peres, who have known one another for a long time through the Socialist International. Other in the Socialist Party, however, such as Fernando Moran, the former foreign minister, opposed such a step, fearing it would ,threaten Spain's close ties with the Arab world. All of Spain's political parties, apart from the Communists, have welcomed the Socialist government's decision to recog- nize Israel. The Spanish media gave wide coverage to the deci- sion as well as to other topics regarding Israel. Recent opinion polls indicated that some 70 percent of the Spanish public favored recognition. More important than personal ties and popular approval was Spain's entry into the European Economic Community in January. Spain would have been the only EEC member without formal diplomatic ties to Jerusalem. Some reports claimed that the lack of recogni- tion was an obstacle to Spain in gaining acceptance to the com- munity and that EEC countries put pressure on Madrid to rec- ognize Israel. However, other reports suggested that Spain tried to use the card of recogni- tion of Israel during negotia- tions to-gain entry, but that EEC countries refused to tie the two issues. Spain's entry to the EEC may be costly to Israel; its duty-free fruits, notably oranges, present a threat to Israeli agricultural exports to EEC countries. Israel has failed to obtain adequate safeguards in terms of tariff concessions from the EEC. A cartoonist in the leading daily, Haaretz, depicted the an- nouncement of Spanish recogni- tion with Prime Minister Peres standing underneath a fruit tree labelled "Spain", holding out a basket to catch one fruit label- led "recognition of Israel", while another fruit labelled "Spanish exports to the EEC" lands on Peres' head. In bilateral terms there is a growing trade relationship be- tween the two countries. In the - Spain's entry to the EEC may be costly to Israel; its duty-free fruits, notably oranges, present a threat to Israeli agricultural exports to EEC countries. first 11 months of 1985, Spanish exports to Israel amounted to $73 million dollars -= a 1,000 percent increase since 1977 — and Spanish imports from Israel amounted to $28 million. Ex- ports to Spain include water ir- rigation equipment, and imports by Israel include trucks and tractors. Last year the two coun- tries set up direct air links, with El Al and Iberia Air Lines mak- ing regular flights. Common areas for future cooperation in- clude combatting terrorism and solar energy research. These economic ties are minor, however, when compared with the close economic ties be- tween Spain and the Arab world. Up to 80 percent of Spain's .oil comes from Arab countries, and Spanish exports and building contracts with those nations amount to more than $2 billion a year. Despite the satisfaction in Is- rael over official diplomatic ties, Spain basically supports the Arab point of view, including the posiion that the PLO be in- volved in peace negotiations. Moreover, with the addition of Spain to the EEC, which al- ready hosts several pro-Arab na- tions, any future EEC policy statements regarding the Arab- Israeli dispute can be expected to shift further to the Arab point of view. 83
