Israel itself has also at-
tached obsessive importance
to words, he says: "At one
time, we couldn't say 'with-
drawal' or 'Palestinian people:
Now we say these things. At
one time, they couldn't say
the words 'negotiations' or
`peace.' Now they say these
things. It takes about five
years for a taboo word to
become legitimate.
"So I would propose that
we make it easier for all sides
by simply writing the 'Kis-
singer 1973 Letter.' Then
everyone would preserve his
position and no one would
have to give anything away.
But the core of the conflict
— the issue of central impor-
tance to all sides — is the
future disposition of the
Israeli-occupied West Bank
and Gaza, which Israel cap-
tured from Jordan during the
1967 Six Day War.
The ostensible •intention
was to trade territories back
to the Arabs in exchange for
peace, but today — 19 years
later — Israel's political
leaders are showing few signs
of their readiness to pull out.
Abba Eban, who perches on
the dovish wing of Israel's
Labor Party, smiles: "Israel
obduracies are a reflection of
our perception of Arab inten-
tions," he says. "In other
words, there is a feeling that
as they are not going to give
us peace, to hell with it.
"But the internal align
ment here is not static. As
soon as the Arabs change, as
they did with Sadat, Israeli
obduracies disappear like
snow melting in the sun. I
don't know why they don't
understand it."

Jerusalem (JTA) — The 13th
International Book Fair will be
held in Jerusalem's convention
center April 6-12, 1987, Mayor
Teddy Kollek has announced.
The Jerusalem Book Fair has
been constantly growing, and the
number of participants are ex-
pected to exceed the nearly 1,000
publishers from 40 nations who
attended Jerusalem's most recent
biennial book fair in 1985.
The Jerusalem Book Fair is the
occasion for the awarding of the
Jerusalem Prize, which in 1985
was presented to novelist Milan
Kundera for his contribution to
"the freedom of the individual in
society."
Over the past two decades, fair
has become a major international
market for trade, mass market,
children's, academic and art
books.
