The "new member" was voted in at the section's June board meeting and was announced by Public Affairs Vice President Ann Zousmer of Bloomfield Hills. Elena is a member of the Moscow Women's Group and has participated in its activities. She has been refused permission to emigrate to Israel on the grounds that her parents and three older siblings wish to re- main in the Soviet Union and that one of her relatives pos- sesses "state secrets."
