Aid Rights Suit

New York — Under the fed-
eral Civil Rights Act of 1964, an
employer cannot prevent an em-
ployee from using earned per-
sonal leave days as religious
holidays, say four religious and
civil liberties organizations.
An amicus, or friend-of-the
court, brief filed in the United
States Supreme Court on behalf
of the American Jewish Con-
gress, Anti-Defamation League,
Synagogue Council of America
and American Civil Liberties
Union contends the board of
education of Ansonia, Conn.,
erred in denying teacher Ronald
Philbrook an opportunity to use
his personal leave days for reli-
gious observance.
The Ansonia school board is
arguing that allowing Phil-
brook, a member of the
Worldwide Church of God, to
use paid leave days meant for
personal business as religious
holidays goes beyond "reason-
able accomodation" of religion
as called for in Title VII of the
1964 civil rights legislation.
It works a hardship on Phil-
brook's school, causing educa-
tional disruption, and also sub-
jects the school board to the
charge that it is showing an un-
constitutional preference for a
particular religion, the school
board claims.
However, the amicus brief of
the four organizations dismisses
the board's argument by noting
that in using paid personal
leave time for religious obser-
vance, Philbrook would simply
be exercising a right to which
he was entitled under a
teachers' union contract.
As a member of the
Worldwide Church of God, Phil-
brook is forbidden by his
Church's teachings to use cer-
tain religious holidays for secu-
lar work.

Canadian Jews

Toronto (JTA) — A recent
Canadian government report
has revealed that Jews have the
highest percentage of self-
employed persons in the labor
force — 21 percent — among six
ethnic groups studied. The other
groups were the Dutch, Ger-
mans, Italians, Poles and Uk-
rainians.
According to the report, al-
most 43 percent of self-employed
Jews work in the business and
personnel services category, 24
percent in the finance, five per-
cent in natural resources indus-
tries and one percent in insui:-
ance and real estate.

$4 million for Jewish educa-
tional and religious programs
has been allocated for 1986-1988
by the Memorial Foundation for
Jewish Culture.
