-4111111111010, 110 " Paid Political Advertisement • I NEWS MARTIN KROHNER r' EXPERIENCED Waldheim Sworn In As Austrian President Vienna (JTA) — Kurt Wald- heim was sworn last week as Austria's sixth President in a ceremony at the Parliament Building boycotted by at least six foreign Ambassadors, in- cluding the United States envoy, because of Waldheim's con- troversial wartime record as a Wehrmacht officer. There were no visible pro- testors near the Parliament Building although in a nearby square, a group of four persons led by Rabbi Avi Weiss of New York and Nazi hunter Beate Klarsfeld held candles in a silent demonstration against Wald- heim's election and Austria's reluctance to recall its past. The 67-year old Waldheim, a former United Nations Secre- tary General, won a landslide victory last June 8 against his Socialist opponent Kurt Steyer, despite repeated revelations, mainly by the New York-based World Jewish Congress, concern- ing Waldheim's wartime record as a Wehrmacht intelligence of- ficer and of having concealed his past. Recently, the WJC released in Jerusalem a newly discovered secret German wartime docu- ment which allegedly connected for the first time the new Austrian President directly to the deportation of Greek Jews to the Auschwitz death camp in 1944. Waldheim looked pale and tired as he walked down Parlia- ment's Assembly Hall and pro- nounced the oath of office. He referred at length to Austria's pre-war antiSemitism. "The `never again' that we Austrians swore on the wounds of the Se- cond World War refers not only to the horrors of the Holocaust but also to the monstrous spirit which made such horror possible — namely the spirit of anti- Semitism," Waldheim said. Ronald Lauder, the U.S. Am- bassador to Austria, had what the State Department in Wash- ington described as "long stan- ding plans to be out of Austria for personal reasons" at the time of the inauguration. The State Department indicated the U.S. would be represented by the Em- bassy Charge d' Affaires. With continued documenta- tion being uncovered at various sources about Waldheim's Nazi past, it remains likely that the Reagan Administration will con- tinue to be under pressure to make a decision on whether to bar the Austrian President from the United States by having his name placed on the Immigration and Naturalization Service's so called "watch list." This list bars persons accused of Nazi war crimes from the U.S. The Justice Department has met with lawyers representing Waldheim on the matter. Num- erous Congressmen have urged Attorney General Edwin Messe to render a decision on Wald- heim's status in the U.S. Israel Discount Bank Director To Be Removed Jerusalem (JTA) — The Cab- inet last Sunday gave Bank of Israel Governor Michael Bruno a free hand to remove Raphael Recanati from his office as managing director of the Israel Discount Bank in compliance with recommendations of a com- mission of inquiry into the 1983 bank shares scandal. Recanati is the only top ex- ecutive of Israel's five largest banks who has refused to step down voluntarily. The Cabinet decided that he must go. The vote followed five hours of acrimonious debate. Seven min- isters abstained, including Prime Minister Shimon Peres. The decision was a victory for Bruno who staked his prestige on the Cabinet's support for Recanati's removal. There was no immediate reaction from the bank. But a board member, Yehoshua Rothenstreich, told reporters that the Cabinet's deci- sion "radically changed the situation." He intimated that Recanati would be asked to resign by the board which hitherto has backed him. The commission of inquiry, headed by Supreme Court Justice Chaim Beisky, found the Israel Discount Bank and the country's four other major banks guilty of misleading in- vestors by grossly inflating the price of their shares, precipi- tating a financial panic when bank shares collapsed in the fall of 1983.
