No Demolition
Of Synagogue

New York (JTA) — The
Soviet Embassy in Washington
has sent a letter to Sen. Alfonse
D'Amato (R-NY) saying that
Soviet authorities never planned
to demolish the Ashkenazi Syn-
agogue in the Georgian Republic
of Tbilisi, but are actually re-
pairing the building.
D'Amato and a group of Con-
gressman, the Los Angeles
based Simon Wiesenthal Center
and other Jewish groups have
protested the announced plans
to demolish one of the city's two
synagogues. About 20,000 Jews
live in the Tbilisi area.
The original reason given for
the demolition was "urban re-
newal" and plans for an outdoor
plaza on the site of the synaogue
had been discussed.

Israel Admitted
To ILO Bloc

Jerusalem (JTA) — Israel has
been admitted as a full member
of the European bloc of the In-
ternational Labor Organization
with the support of the Arab
members and the abstention of
the Communist countries.
According to Moshe Katzav,
minister of labor and welfare, no
country voted against the pro-
posal for Israeli .admittance into
the European bloc- of the ILO.
He said the Arab states sup-
ported Israel's admittance to the
European bloc because they
wanted to get Israel out of the
Asian bloc.

Hazak met with Peres on Oct.
29, last year, and for the first
time told him of the irregular-
ities in the bus affair.
In recent days, Likud sources
have levelled strong accusations
at Shalom, saying that his state-
ment to the. President, accompa-
nying his appeal for amnesty,
that he had acted "in authority
and with permission," was
simply untrue.
According to Yediot, sources
close to Shamir said that he had
not ordered the two terrorists
who were caught alive killed. Ac-
cording to this version, Shamir
thought the two were killed as a
result of "local initiative by
security men who were on the
spot."
In the meantime, the political
activity around the affair has
slowed down in the wake of the
order of the high court of justice
to the state to show cause why
it should not investigate the af-
fair. The state. must respond to
the petitions within 14 days.
Hadashot reported that
Attorney General Yosef Harish
is likely to present the Inner
Cabinet with a proposal to ap-
point a single investigator to
determine work procedures and
coordination between the GGS
and the political echelon. Shamir
told his aides that he expected
the Attorney General's recom-
mendations to be close to his
own view: focusing on estab-
lishing norms and draWing
lessons • regarding the future
only, without dealing with the
past. Alignment ministers said
in response that it was unac-
ceptable that the Attorney
General lend a hand towards
covering up the affair and
towards getting Shamir out of a
mess.
In another development, the
Supreme Court has given the
government two weeks to show
cause why it should not- proceed
with an investigation of the Shin
Bet affair. In a recent ruling, the
court also ordered the govern-
ment and Shalom to present full
details of the exoneration
Shalom and three of his senior
aides received in the form of a
Presidential pardon, in advance
of any sort of inquiry that may
be held in the future.
A panel of three senior justice
— Supreme Court President
Meir Shamgar, Miriam Ben-
Porat and Aharon Barak —
issued the orders after hearings
on petitions by members of the
legal profession challenging the
validity of the pardons granted
by President Chaim Herzog.
The court stressed that it was
not proposing a judicial review
of the President's "considera-
tions" in awarding the pardons
but simply sought • more infor-
mation about the process lead-
ing to them. Nevertheless, by is-
suing the order, the justices left
open the option of considering at
a later date the validity of
the pardons.

Jerusalem (JTA) — Vice Prime
Minister Yitzhak Shamir went
on the offensive last week, deny-
ing all charges levelled or in-
sinuated against him in regards
to an alleged coverup in what
has become known as the Shin
Bet scandal.
• In an interview with Yediot
Aharonot, Shamir said he had
not approved the killing of the
two terrorists in the bus hijack
affair. He did not he knoW about
the coverup, and he did not back
up the head of the Shin Bet in
his testimonies to the inquiry
commission on the affair. Sha-
mir's interview was his first
public reference to the affair.
Shamir said he had first heard
about the entire affair only eight
months ago, from Reuven
Hazak, deputy head of the Shin
Bet, one of those who filed the
original complaint to the At-
torney General and was now ap-
pealing to the high court of
justice. In other words, Shamir
was saying that he learned
about the affair approximately
the same time as Prime Minister
Shimon Peres, and was not
aware of it at the time he had
served as Prime Minister. This
was a totally different picture
than that painted so far by Shin
