In fact, said Levine, ethnic politics have
always always had a "heavy influence" in
the U.S. He cited Anglo-Saxons in the col-
onies who sided with England during the
American Revolution, German-Americans
who opposed U.S. entry into World War I
on the side of the Allies, blacks who try to
influence American policy toward Africa.
During World War II, said Levine, the U.S.
was so fearful that Japanese-Americans
would betray the United States that it
placed thousands of them in "relocation
camps."
The greatest threat of an "ethnic" ap-
proach to global politics is when there is
a conflict of interests. As Brandeis said,
"Multiple loyalties are objectionable only
if they are inconsistent."
Perhaps, but the moment of inconsisten-
cy is the moment of truth, the time when
every utterance about allegiance becomes
either hard, undeniable fact — or empty,
mocking verbiage. It is the ultimate litmus
test of national fealty versus ancestral or
spiritual loyalty.
Most Jews are convinced that the alli-
ance between the United States and Israel
— much like that between the U.S. and
England — is firm and unyielding, one
with a " special, enviable place in the
pantheon of geopolitics. For the most part,
say U.S. Jews, American interests are
synonymous with Israeli interests and

Israeli interests are consistent with
American interests.
"No country is ever going to be 100 per-
cent in 'synch' with another," said Robert
Freedman, dean of the Baltimore Hebrew
College graduate school. "But the basis of
the U.S -Israeli relationship is the shared
values between the two countries — and
not Israel's strategic value to the United
States.
."We are fortunate in living in a plur-
alistic society," said Freedman, "in which
we have several allegiances. In a fascist,
repressive society, only one allegiance is
allowed. I feel an intense loyalty toward
Israel. And yet, I have never felt any con-
flict between that and my ultimate al-
legiance to the United States."
A possible conflict was also not feared
by one of Freedman's former employers —
the United States Military Academy at
West Point, where he taught for five years.
"They knew of my interests in Israel,"
said Freedman. "And they still made me
a security officer."
But asked the ultimate question about
dual loyalty — on whose side would he
fight if a war erupted between the United
States and Israel — Freedman did not
hesitate:
"I would fight on the American side. I
would fight reluctantly, but I would fight.
I am an American and this is my home." ❑
