Eliezer Jaffee, professor of So-
cial Work at Hebrew University,
tells us that the money we give to
United Jewish Appeal for Israel is
being wasted and he calls for re-
form (The Jewish News, June 13).
The professor says if he lived in
America, he'd want Israelis to ad-
vise him about charitable dollars
to Israel. You can do that, he tells
us, by giving to the New Israel
Fund (NIF) of which he is the Is-

The June 20 article by Ze'ev Chafets, entitled The Danger
From Within," critical of the ultra-Orthodox in Israel, was an
opinion column. Chafets, an Israeli author and consultant, has
been writing a column regularly for us for several months on life
in Israel. It is unfortunate that Chafets referred to the chareidim
(literally, "pious ones") who have been accused of defacing and
burning of bus shelters as "the black hats" because clearly not
every Orthodox Jew who wears a black hat, or Chasidic garb, is
bent on doing battle with secular Jews. The phrase "black hats"
has been widely used in Israel to denote "ultra-Orthodox" or
"ultra-religious" Jews because of their style•of dress, but these
terms are themselves imprecise.
Chafets was referring to a relatively small group of zealots
identifed with the neturei karta (Defenders of the City), who base
their anti-Zionism on the belief that a true Jewish state can only
be established by the coming of the Messiah. But the vast major-
ity of Orthodox Jews, including Chasidim, condemn the actions of
the chareidim, are fully supportive of the State and many serve in
the armed forces.

the integrity and sensitivities of
the overwhelming majority of
those Jews whom Chafets so
smugly characterizes as "black
hats" and "ultra-Orthodox."
The violence and counter-
violence that erupted several
weeks ago in Israel is both shock-
ing and deplorable. It certainly
runs counter to the most basic
tenets of Judaism and both sides
must be condemned for their use
of force.
Chafets gives the reader the
impression that "black hat" is
synonymous with "ultra-
Orthodox" and that they all form
one homogeneous group, with the
same beliefs and convictions. He
then states that "the ultra-
Orthodox minority is not a quaint,
Fiddler-on-the-Roof community,
but a collection of violent, hostile,
and ultimately dangerous indi-
viduals."
While the term "ultra-
Orthodox" may mean different
things to different people, the fact
is that the violence perpetrated by
the so-called "religious side" was
the work of a small group of ex-
tremists. Their activities have
continually been condemned by
responsible religious leaders and
by the vast majority of the reli-
gious community. For Chafets to
insinuate that all "black hats" are
"hostile and . . . dangerous," is an
incredible distortion and lie that
can only aggravate an already
disturbing situation.
The great majority of observant
Jews in Israel today maintain a
cordial relationship with their
secular brethren. They under-
stand very well that all Jews are
one people, and that while there
may be differences of opinion be-
tween various groups within the
Jewish people that does not mean
that peace cannot reign between
us.
We must also emphasize that
aside from the violence and
counter-violence, a new avenue of
attack was launched by desecrat-
ing houses of worship and
yeshivos, by tearing holy books
and tefilin. Regardless of the mo-
tives, it is an act that destroys
