Jerusalem (JTA) — A just
published book by an aide to
former Prime Minister
Menachem Begin has revived
demands for an official inquiry
into the conduct of the Lebanon
war.
The book, Government at War,
by Arye Naor, is sharply critical
of Ariel Sharon who was Defense
Minister when Israel invaded
Lebanon in June, 1982 and is
Minister of Commerce and In-
dustry in the present Labor-
Likud unity government. It is
based on research into Cabinet
decision-making which the
author undertook at the Hebrew
University's Truman Institute.
Naor, a close personal friend
and political supporter of Begin,
served from 1977 to 1982 as
Cabinet secretary. He retired
shortly before the invasion of
Lebanon. His book confirms the
widespread view that Sharon
deliberately sidestepped the
Cabinet and the Prime Minister
in planning and executing the
main strategic moves of the war.
According to Naor, Begin was
absolutely sincere when he an-
nounced a 48-hour military cam-
paign, called "Operation Peace
for Galilee" in June, 1982 which
was to penetrate about 40
kilometers inside Lebanon with
the objective of destroying the
Palestine Liberation Organiza-
tion's military infrastructure
there.
But even at that initial stage,
Naor writes, Sharon and the ar-
my high command under Chief
of Staff Gen. Rafael Eitan were
engineering a much deeper
strike into Lebanon with far-
reaching military and political
objectives — all without discus-
sion or agreement by the
Cabinet.
Naor maintains that had
Begin been aware of the situa-
tion, he would have ordered a dif-
ferent course. But he was over-
taken by events.
On the basis of Naor's book,
MK Ram Cohen of the Civil
Rights Movement (CRM) in-
troduced an urgent agenda mo-
tion in the Knesset calling for an
official inquiry nto the war. Such
proposals have been made before
but never gathered substantial
support.
