Israel, Egypt Continue Talks On Taba Dispute Jerusalem (JTA) — Israel and Egypt last week named their representatives to the arbitra- tion panel that will decide the Taba border dispute. But the two countries have yet to agree on the three international members, on the terms of reference that will provide the framework of arbitration and on the wording of the questios to be submitted to the panel. Another attempt will be made to reach agreement on those points when the Israeli and Egyptian negotiating teams meet again soon in Egypt. Their meeting in Israel last month failed to break the impasse. The Egyptians have apponted Prof. Hammed Sultan to the ar- bitration panel. Israel selected Prof. Ruth Lapidot of the Hebrew University Law Facul- ty. Lapidot served in the past as legal advisor to the Foreign Ministry and is regarded as an expert on international law. International arbitration, like any arbitration, can proceed on- ly if the parties to the dispute agree on the powers and limita- tions of the panel. Abba Eban, chairman of the Knesset's Foreign Affair and Security Committee, informed Prime Minister Shimon Peres that Egypt wants to resume the dialogue on Taba. Eban met in London with Ossama E1-Baz, President Hosni Mubarak's ad- visor on the Taba dispute.
