Capital Punishment

At its recent Executive Com-
mittee meeting, the Jewish
Community Council adopted a
policy in opposition to capital
punishment.
In announcing the position,
Fred L. Goldenberg, Council's
Community Relations Commit-
tee chairman, called attention to
petition drives being conducted
to place the issue of capital
punishment in Michigan on the
ballot in November.
The Council statement said:

capital punishment defeats its
own purpose; by making juries
reluctant to convict defendants
of crimes for which death is the
certain sentence; inducing pro-
secutors to indict for lesser of-
fenses rather than run the risk
of acquittal on capital charges;

"In light of the above facts,
the Jewish Community Council
of Metropolitan Detroit:

"We regard th& taking of
human life by authority of law
as barbaric, and repugnant to
the Jewish regard for the sanc-
tity of human life.
"We agree with the 1973 Sup-
reme Court decision in Furman
V. Georgia, which concluded
that capital punishment is not a
deterrent to crime. Studies have
shown that in contiguous states
with similar demographic pat-
terns, crime rates do not differ
significantly between those
states that provide for the death
penalty and those states that do
not.
"Where discretionary, the
death penalty often is imposed
differently upon convicted felons

• stands opposed to the death
penalty, and in particular op-
poses legislation which would
reinstate capital punishment in
Michigan;
• proposes to disseminate the
Council position publicly in
suitable contexts;
• urges members of the
Jewish community in the De-
troit area to continue to openly
express their opposition to the
death penalty,
• supports the work of the in-
terfaith and community-wide
coalitions in opposition to
capital

reinstatement
punishment in Michigan."
