ince the establishment of the state
of Israel, world Jewry has donated
more than $8 billion to the Jewish
Agency. The money went to help
new immigrants, construct new
settlements, rehabilitate youth and carry
out many other tasks connected with the
building of the new nation. American Jewry
gave the lion's share through the United
Jewish Appeal.
In the past, most American Jewish
leaders were content to let the Israeli
political parties that dominate the Jewish
Agency decide how the money would be
spent. In recent years, however, an increas-
ing number of American Jewish leaders have
been asking tough questions about how the
Agency runs its affairs, what it spends the
money on and whether it is meeting the
changing needs of Israel and the Jewish
world.
In many cases, the answers they have
been getting don't match the cheery images
conveyed by fund-raising campaigns or mis-
sions to Israel. Particularly disturbing have
been discoveries about how some of the
