New York (JTA) — Dr.
Ernesto Kahan, the Argen-
tine-born chairman of the Israel
Association of Physicians for
the Prevention of Nuclear War,
called last Sunday for the crea-
tion of a treaty designation the
Middle East as a nuclear
weapons-free zone.
Kahan, who serves as the
director of the epidemiology
unit of the Beilinson Medical
Center in Tel Aviv, made this
call in an address to the Human
Rights Luncheon of Americans
for Progressive Israel (API) at
the Roosevelt Hotel here. API is
the U.S. affiliate of the World
Union of Mapam.
"The nuclearization of the
Israel-Arab conflict is a night-
mare too close to reality,"
Kahan said. The nuclear-weap-
ons free zone of Latin America,
created by the Treaty of Tlat-
elolco, provides a model legal
structure for such a treaty for
the Mideast which can provide
the only guarantee that the
countries of the region will
reverse the process."
Such a treaty would prevent
nuclear weapons production, ac-
quisition, testing, transport and
employment. It would also, he
said, recognize the sovereignty
of every state. Israel is ready to
sign such a treaty, Kahan said.
What is needed is international
pressure for its creation.
