The Jewish Association for Re-
tarded Citizens will bestow its
second annual Civil Rights
Award upon C. Patrick Babcock,
Director of the Michigan De-
partment of Mental Health at the
association's 17th annual meet-
ing, June 4 at Temple Emanu-El
at 7:30 p.m. Detroit Free Press,
columnist, Susan Watson, will
present the keynote address,
"Media Responsibility and Com-
munity Placement."
As director of the Michigan
Department of Mental Health.
since 1981, Babcock 'oversees
I community placement services
for former residents of state
facilities for developmentally
disabled persons, community
mental health services for all 83
Michigan counties and all other
mental health services and pro-
grams within the state.
Watson has a long history writ-
ing in support of rights and serv-
ices for developmentally disabled
persons in the Detroit metropoli-
tan community. She has received
both the United Press Interna-
tional Award and the Associated
Press Award for investigative re-
porting (1979) and the UPI and
AP Award for distinguished re-
porting (1978).
Officers and directors for
1986-1987 will also be voted upon
by the membership at the June 4
meeting. The slate of officers in-
cludes: President, Michael S.
Feldman; Vice Presidents, Adell
Megdall, Michael Pitt and Joel
Shere; Secretary, Harriet Gel-
fond; Treasurer, Cheryl Guyer.

ond three-year term are: Harriet

Detroiter Funds
Israeli Contest

Emma Schaver of Southfield
has established a fund in Israel to
provide for prizes to Israeli youth
who participate in an essay con-
test sponsored by the World
Zionist Organization.
This year's contest, the first,
focuses on the Haganah. The aim
was for the writer to learn about
the history of the establishment
of the state of Israel.
The fund will allow the contest
to take place annually.

Allen Klein of Cleveland, Ohio,
formerly of West Bloomfield, re-
ceived two awards for editorial
excellence in a competition spon-
sored by the American Society for
Business Press Editors. He re-
ceived third prize for best maga-

Topic Of Lecture

"High Technology — The Cure
for Israel's Economy" will be the
topic of a joint meeting of the
American-Israel Chamber of
Commerce and the American
Technion Society, to be held at
the main United Hebiew Schools
building on Tuesday, at 7:45 p.m.
The guest speaker will be Dr.
Ben-Zion Weiss, chairman of the
Technion materials engineering
department. Prof. Weiss has di-
rected industrial research proj-
ects at the Technion for the U.S.
Air Force, the. Israel Ministry of
Defense and for Israel's industry.
He was a visiting professor at
MIT and worked on research
projects for U.S. Naval Research.
Currently, he is on sabbatical
at the IBM Thomas Watson Re-
search Center. Dr. Weiss was
born in Poland and received his
doctorate from Polytechnicum,
Warsaw. In 1957, he came to Is-
rael and joined the Technion.
