Like most Real Israelis he had a casual con- tempt for the "Arab mental- ity" and a hardline view of Israel's security interests. But he was also a man of un- common good nature and he tended to like Arabs as in- dividuals. It was through him that I first saw the conflicts inherent in the Real Israel's view of our neighbors. In those days official Israeli doctrine declared that no such thing as "Palestin- ians" existed. The people in the West Bank were simply Arabs, and as such they were perceived as backward, prone to incitement and violence, incompetent (bad craftsman- ship was always called "Arab work") and primitive. At the same time, they had a charm- ing folklore and a warm- hearted hospitality that made them picturesque and almost attractive. After the Six Day War, tens of thousands of West Bank Arabs were caught out- side the area—students who had been away at school, fathers who had been work- ing in other Arab countries and so forth. Israeli policy was to allow them to return, and it was our unit's task to administer this program, known as Family Reunion. Every week we received dozens of applications for repatriation which were discussed at a weekly inter- ministerial meeting. There, Rafi was transformed from an Israeli military man and Arab fighter into an advocate of Arab rights. He presented each case as if it involved a member of his own family, often reminding his fellow committee members of the conventional wisdom of the day—Israel did not intend to stay in the West Bank, and a humane occupation was our chance to forge links with the people there. Israelis believed that to know them would be to love them. Arab hatred of Israel was supposedly a func- tion of simple ignorance; ex- posure to Israel would correct it. Rafi put the goal succinct- ly: Israeli behavior toward the Arabs should be aimed at winning us "the Nobel Prize for military occupation." Of course there were other approaches, even then. A small group of Israelis, most- ly orthodox, demanded the right to live in the West Bank city of Hebron, the burial site of the Biblical patriarchs; and in 1970 they were allowed to establish a settlement nearby known as Kiriat Arba.
