outside Beirut, underscoring the
despair and desperation of the
homeless Palestinians.
Scenes of the squalid camp and
the sullen look in the eyes of the
youths were riveting. And the
names "Sabra" and "Shatila"
were repeated often enough so
that no one could fail to be re-
minded of the massacre by Chris-
tian militiamen in September
1982 for which much of the world
still holds Israel responsible.
Clearly CBS, in its attempt to
give - "the whole story," commit-
ted — unintentionally I trust — a
propaganda attack against Is-
rael. If Dan Rather and his pro-
ducers were really to place the
. TWA terrorist outrage in proper
perspective, they would have ex-
plained why the refugees were
still in Sabra and Shatilla. They
would have gone into the history
of the Arab-Israel conflict — the
UN Partition Plan of 1947, the
Arab rejection of it, thus dooming
a Palestinian state before it was
born, and the subsequent refusal
of the Arab states to resettle their
Arab brothers, insisting rather
on keeping them homeless to
serve as political pawns in their
unremitting war against the
Jewish state.
But that kind of interpretive
background is difficult to present
to TV viewers. In any case, it of-
fers footage far less dramatic
than that of hard-eyed criminals
who must be tried and judged by
what they do, no matter what
their political stand is.
As I told American audiences
during my recent U.S. tour for
the Zionist Organization of
America, this kind of coverage is
typical of most TV reporting from
the Middle East. In no small
measure, it is the result of Is-
rael's democracy and the freedom
of movement and access that

Israel-based newsmen enjoy.
When Arab students in Nablus
schedule a demonstration and
turn it into a riot, evoking Israeli
response, TV cameras are invited
and show up. When the dictator
of Syria, Hafez al-Assad,
slaughtered 20,000 of his coun-
trymen in Hama, TV had no pic-
tures because cameras were
banned.
On the positive side, I can say
with absolute conviction that
American television coverage of
Israel is far less negative than
that shown in France, West Ger-
many and Britain, which we also
monitor. This is faint praise and
small consolation, but it is a fact.
One reason is that American
Jews listen and make their pro-
tests felt in sufficient numbers
and with sufficient force of argu-
ment to make the networks take
notice. I urge that such efforts
continue and expand — provided
that the complaints registered
are based on well-documented
evaluation and analysis.
For all the world's loathing of
terrorism and its blind and brutal
acts, there will always be some
TV journalist who will seek to
"explain" what drives killers to
kill. If Americans refuse to accept
the simplistic explanations that
TV comes up with, there is at
least the possibility that network
news coverage might improve —
or at least stop repeating some of
the more egregious examples of
anti-Israel coverage.
So long as TV mistakenly be-
lieves it is being neutral, un-
biased and evenhanded while
continuing to serve as an instru-
ment for anti-Israel propaganda,
so long must American Jews re-
main on the alert Co listen, watch
— and respond.

of more than a decade of cam-
paign finance studies published
by Common Cause on PAC cam-
paign finance activities.
Mr. Amitay wrote: "Common
Cause members should be more
than a bit dismayed that their
lobby has not focused on the mil-
lions of PAC dollars going to
members of the two Congres-
sional tax-writing committees
from hundreds of PACs in order
to influence pending tax legisla-
tion." The truth is that since Feb-
ruary 1985, Common Cause has
prepared and issued to the public
five studies of PAC giving to the
congressional tax-writing com-
mittees. These studies — re-

The article by Morris Amitay,
"Common Cause Picked A Very
Uncommon One" (April 11), was
filled with inaccuracies, distor-
tions and misrepresentations
concerning Common Cause and
its role in monitoring the activi-
ties of political action committees
(PACs).
Mr. Amitay's assertions that
we decided to "single out pro-
Israel PACs for in-depth study"
and that we have made a "selec-
tive assault on pro-Israel PACs"
belie reality. Common Cause has
been analyzing PAC contribu-
tions and releasing that informa-
tion to the public since the early
1970s.
In fact, Common Cause has is-
sued dozens upon dozens of
studies of the activities of PACs
ranging from the National Edu-
cation Association to the Ameri-
can Medical Association; from
the United Auto Workers to the
National Rifle Association; from
the insurance industry to the
