Washington (JTA) — Assis-
tant Secretary of State Richard
Murphy last week found himself
defending Saudi Arabia's criti-
cism of the United States air
raid against Libya. But Mur-
phy, who head's the State De-

partment's Near Eastern and
South Asian Bureau, said he did
not "excuse" the Saudi position.
His remarks came as he was
questioned by Rep. Tom Lantos
(D. Cal.) about the Saudi posi-
tion as he testified before the
House Foreign Affairs subcom-
mittee on Europe and the Mid-
dle East in support of the Rea-
gan Administration's proposal
to sell Saudi Arabia $354 million
in sophisticated missiles.
The Saudi statement after the
U.S. raid expressed support and
sympathy for the Libyan people,
Murphy noted. Murphy said the
Saudis are members of the Arab
League's joint defense treaty.
"They have said probably the
minimum they could say as be-
ing a member of the joint Arab
defense treaty."
Meanwhile, Rep. Mel Levine
(D. Cal.) said he has 221 cospon-
sors to the resolution he in-
troduced to prohibit the arms
sale. A similar resolution in the
Senate, introduced by Sen. Alan
Cranstan (D.Cal.) has been sign-
ed by 63 senators. Both Houses
of Congress must pass the res-
olution by May 8 to prevent the
sale from going through.

U.S. Firm
To Drill
For Oil

Tel Aviv (JTA) — An Ameri-
can oil company has reached an
agreement for off-shore drilling
to search for oil in Israeli
waters, Energy Minister Moshe
Shahal announced last week.
Shahal, who returned from a
visit to the U.S., did not name
the company.
But he said it would bring in
suitable apparatus within the
next few weeks to carry out
seismic surveys. The oil search
will be financed by the company.
The agreement came in the wake
of the discovery of oil near the
Egyptian town of El Arish in
eastern Sinai. Since then several
companies have expressed inter-
est in offshore oil searches in
Israel.

School Voucher
Bill Criticized

New York A proposed voucher
system that would enable parents
of public school children to pur-
chase remedial educational serv-
ices from any school of their
choice would constitute an attack
on public education, says an offi-
cial of the American Jewish Con-
gress.
Lois C. Waldman, acting direc-
tor of AJCongress' Commission
on Law and Social Action, told
Congress that H.R. 3821, known
as the Equity and Choice Act of
1985, would divert tax funds from
public to private schools.
