aid to Israel in order to help it
through its economic crisis; con-
tinuing the present level of aid;
cutting back because high aid
levels increase Israel's depen-
dency on the U.S., or attaching
additional conditions to U.S. aid
to assure its use for defensive
purposes.

On the question dealing with
American diplomatic initiatives
in the Middle East, the voter is
asked to state his position on
three alternatives: whether the
United states should remain
actively involved in the peace-
seeking process and pressure
both Arabs and Israelis to make
concessions; whether it should
drop the insistence on West
Bank autonomy or whether it
should refrain from attempts to
mediate the Arab-Israeli conflict
since neither side is prepared to
make compromises necessary for
reaching an agreement.
The Great Decisions polling is
a testing of informed American
public opinion as distinct from
an appraisal of government pol-
icy. The Reagan Administra-
tion's policies in the Middle East
and its efforts to further the
Arab-Israeli peace process, are
detailed in an exhaustive review
appearing in America and the
World, 1985, issued annually by
Foreign Affairs, the quarterly
review published by the Council
on Foreign Relations. It was
written by Barry Rubin, press
officer of the U.S. Embassy in
Teheran when it was seized by
Khomeini forces, and. currently
a fellow at the Johns Hopkins
Foreign Policy Institute.
The review notes that while
diplomatic maneuvers on the
Palestine issue made little pro-
gress in 1985, the channels
opened might still provide a
foundation for future break-
throughs. The two sides are far
apart," Rubin concedes, "but
some kind of negotiated solution
seems more imaginable now
than ever before." .
Arab-Israeli peace, he says, is
but one important aspect, rather
than the sole consideration of
American objectives in the Mid-
dle East.' These continue to be
defined by four principles: limit-
ing Soviet influence while
maximizing the American;
encouraging regional stability
against• war or revolution; sup-
porting and strengthening
America's allies, and' assuring
continued' supply of oil 'at rea-
sonable prices.
Rubin conlcudes that only
Washington could foster a
peaceful conclusion to the peace
efforts but that regional forces
have to take the lead in solving
their own conflicts. "The United
States could help this process,"
he points out, but would not be
able to make a breakthrough
against the resistance of those
directly involved in any dis-
pute."
