What finally turned the tide was the defection of Defense Minister Juon Ponce Enrile and Lieut. Gen. Fidel Ramos. "It was now clear that he was los- ing the support of his own key people in his inner circle. So, his political base was rapidly crumbling. The handwriting was on the wall. He could no longer sustain himself in power. "The only remaining question was whether the transition of government would be peaceful or violent. Fortunately, massive bloodshed, and possibly even civil war, were avoided. It was a happy ending to the whole drama. During this period, Solarz did not simply stand back, analyze and watch the events unfold•n the Philippines. He personally got very much involved. He cer- tainly played a role in trying to influence the final outcome. To- day, he looks back on his ac- tivities with pride. Probably, the most important role he played was in chairing a whole series of highly-publicized Congressional hearings on the situation in the Philippines. In the past two years, there were more than a dozen such events, which, he said, "helped to focus attention on the problems 'of the Philippines and which served as a source of pressure on the Reagan Administration to move its own policy toward a more critical posture." Solarz credited the Admin- istration "for coming a long way" from the time that Vice President George Bush went to Manila to praise Marcos for his love of democracy, to last Oc- tober, when Republican Senator Paul Laxalt went to the Philip- pines. to inform Marcos of America's concern over his abil- ity to govern in the face of the continuing economic crisis. But in addition to the hear- ings,.Solarz also led the fight to reshape the U.S. foreign aid pro- gram toward the Philippines by substantially cutting back military assistance while in- creasing economic aid by com- parable amounts. Throughout this period, the U.S. had to pro- vide a total of $180 million of assistance to the Philippines every year in order to maintain America's treaty obligations to operate vital military bases there. "This sent a signal to the people in the Philippines Sand to Marcos that in the absence of fundamental political, military and economic reforms, the Con- gresi was not prepared to give a blank check to the Admin- istration and to the government of the Philippines," Solarz said.
