that, McFarlane said, by restor=
ing our economy, rebuilding our
military strength and inspiring
others to follow our lead. That's
the good news. The bad news,
McFarlane said, is that it might
all go down the drain, thanks to
"a growing preoccupation with
the deficit:'
McFarlane called passage of
the Gramm-Rudman deficit
reduction law, a "formula that
promises to give us very severe
problems in the international
sphere
`We have now linked reduc-
tion of the deficit to the defense
budget. Historically, we linked
defense to the seriousness of the
threat against us and spent
what we had to defend ourselves.
Now it seems we're unwilling to
invest in our own security, which
unfortunately is typical of this
country:'
At the moment, McFarlane
said, "we have the best chance
for arms reduction in a genera-
tion. But if we unilaterally cut
back on defense, we will send a
message to the Russians that
there is no reason to negotiate
because Congress is willing to
cut back on its own. And so why
should they give up anything?
"If we cut back;' he said, "we
will give the Soviets the con-
fidence to take risks and expand,
while causing our allies to lose
confidence in us and start hedg-
ing their bets. The pattern of the
1970s will be on us again:'
What happened in Libya, Mc-
Farlane said, shows that
strength is the only thing that
works.
"We need to give the Soviets
a reason to take interest, we need
to show them they better take us
seriously and deal with us
• realistically.
"Our Judeo-Christian prin ,
ciples may set a good example,
but in international diplomacy,
they're just not enough."

is sponsoring a worldwide photo
and video contest documenting
Jewish life in the Diaspora.
Photo contests will be held for
adults and youth and there will
be a film and video contest for
all ages.

played next year at 'Beth
Hatefutsoth on the campus of
Tel Aviv University. Prizes in-
