' The Berger family of Lenin-
grad first applied to leave the
Soviet Union in 1977. They
were refused on the grounds of
"secrecy" even though it was
over 15 years since Alexander's
father, Vsevolod Berger, had
worked as an orderly in a mili-
tary hospital. His job lasted only
one month. He has been unem-
ployed since his application to
emigrate in 1977.
